After Bush Visit Gaza Plunged Into Darkness

The Gaza Strip is rapidly becoming one of the worst humanitarian disasters in the world. Israel has cordoned off the entire area, home to some 1.4 million Palestinians, blocking commercial goods, food, fuel and even humanitarian aid. At least 36 people have been killed in Israeli strikes since Tuesday and many more wounded. Hamas, which took control of Gaza in June, has launched about 200 rockets into southern Israel in the same period in retaliation, injuring more than 10 people. Israel announced the draconian closure and collective punishment Thursday in order to halt the rocket attacks, begun on Tuesday, when 18 Palestinians, including the son of a Hamas leader, were killed by Israeli forces.

This is not another typical spat between Israelis and Palestinians. This is the final, collective strangulation of the Palestinians in Gaza. The decision to block shipments of food by the United Nations Relief and Works Agency means that two-thirds of the Palestinians who rely on relief aid will no longer be able to eat when U.N. stockpiles in Gaza run out. Reports from inside Gaza speak of gasoline stations out of fuel, hospitals that lack basic medicine and a shortage of clean water. Whole neighborhoods were plunged into darkness when Israel cut off its supply of fuel to Gaza’s only power plant. The level of malnutrition in Gaza is now equal to that in the poorest sub-Saharan nations.

Israeli Prime Minister Ehud Olmert uses words like war to describe the fight to subdue and control Gaza. But it is not war. The Palestinians have little more than old pipes fashioned into primitive rocket launchers, AK-47s and human bombs with which to counter the assault by one of the best-equipped militaries in the world. Palestinian resistance is largely symbolic. The rocket attacks are paltry, especially when pitted against Israeli jet fighters, attack helicopters, unmanned drones and the mechanized units that make regular incursions into Gaza. A total of 12 Israelis have been killed over the past six years in rocket attacks. Suicide bombings, which once rocked Jerusalem and Tel Aviv, have diminished, and the last one inside Israel that was claimed by Hamas took place in 2005. Since the current uprising began in September 2000, 1,033 Israelis and 4,437 Palestinians have died in the violence, according to the Israeli human rights organization B’Tselem. B’Tselem noted in a December 2007 report that the dead included 119 Israeli children and 971 Palestinian children.

The failure on the part of Israel to grasp that this kind of brutal force is deeply counterproductive is perhaps understandable given the demonization of Arabs, and especially Palestinians, in Israeli society. The failure of Washington to intervene—especially after President Bush’s hollow words about peace days before the new fighting began—is baffling. Collective abuse is the most potent recruiting tool in the hands of radicals, as we saw after the indiscriminate Israeli bombing of Lebanon and the American occupation of Iraq. The death of innocents and collective humiliation are used to justify callous acts of indiscriminate violence and revenge. It is how our own radicals, in the wake of 9/11, lured us into the wars in Afghanistan and Iraq. 

Israel has been attempting to isolate and punish Gaza since June when Hamas took control after days of street fighting against its political rival Fatah. Palestinian Authority President Mahmoud Abbas, a Fatah leader, dissolved the unity government. His party, ousted from Gaza, has been displaced to the Israeli-controlled West Bank. The isolation of Hamas has been accompanied by a delicate dance between Israel and Fatah. Israel hopes to turn Fatah into a Vichy-style government to administer the Palestinian territories on its behalf, a move that has sapped support for Fatah among Palestinians and across the Arab world. Hamas’ stature rises with each act of resistance.

I knew the Hamas leader Dr. Abdel Aziz al-Rantissi, who was assassinated by Israel in April of 2004. Rantissi took over Hamas after its founder, Sheik Ahmed Yassin, was assassinated by the Israelis in March of that year. Rantissi was born in what is now Israel and driven from his home in 1948 during the war that established the Jewish state. He, along with more than 700,000 other Palestinian refugees, grew up in squalid camps. As a small boy he watched the Israeli army enter and occupy the camp of Khan Younis in 1956 when Israel invaded Gaza. The Israeli soldiers lined up dozens of men and boys, including some of Rantissi’s relatives, and executed them. The memory of the executions marked his life. It fed his lifelong refusal to trust Israel and stoked the rage and collective humiliation that drove him into the arms of the Muslim Brotherhood and later Hamas. He was not alone. Several of those who founded the most militant Palestinian organizations witnessed the executions in Gaza carried out by Israel in 1956 that left hundreds dead. 

Rantissi was a militant. But he was also brilliant. He studied pediatric medicine and genetics at Egypt’s Alexandria University and graduated first in his class. He was articulate and well read and never used in my presence the crude, racist taunts attributed to him by his Israeli enemies. He reminded me that Hamas did not target Israeli civilians until Feb. 25, 1994, when Dr. Baruch Goldstein, dressed in his Israeli army uniform, entered a room in the Cave of the Patriarchs, which served as a mosque, and opened fire on Palestinian worshipers.  Goldstein killed 29 unarmed people and wounded 150. Goldstein was rushed by the survivors and beaten to death.

“When Israel stops killing Palestinian civilians we will stop killing Israeli civilians,” he told me. “Look at the numbers. It is we who suffer most. But it is only by striking back, by making Israel feel what we feel, that we will have any hope of protecting our people.”

The drive to remove Hamas from power will not be accomplished by force. Force and collective punishment create more Rantissis. They create more outrage, more generations of embittered young men and women who will dedicate their lives to avenging the humiliation, perhaps years later, they endured and witnessed as children. The assault on Gaza, far from shortening the clash between the Israelis and Palestinians, ensures that it will continue for generations. If Israel keeps up this attempt to physically subdue Gaza we will see Hamas-directed suicide bombings begin again. This is what resistance groups that do not have tanks, jets, heavy artillery and attack helicopters do when they want to fight back and create maximum terror. Israeli hawks such as Ephraim Halevy (a former head of Mossad), Giora Eiland (who was national security adviser to Ariel Sharon) and Shaul Mofaz (a former defense minister) are all calling for some form of dialogue with Hamas. They get it. But without American pressure Prime Minister Olmert will not bend.

Israel, despite its airstrikes and bloody incursions, has been unable to halt the rocket fire from Gaza or free Cpl. Gilad Shalit, an Israeli soldier captured in the summer of 2006. Continued collective abuse and starvation will not break Hamas, which was formed, in large part, in response to Israel’s misguided policies and mounting repression. There will, in fact, never be Israeli-Palestinian stability or a viable peace accord now without Hamas’ agreement. And the refusal of the Bush administration to intercede, to move Israel toward the only solution that can assure mutual stability, is tragic not only for the Palestinians but ultimately Israel.

And so it goes on. The cycle of violence that began decades ago, that turned a young Palestinian refugee with promise and talent into a militant and finally a martyr, is turning small boys today into new versions of what went before them. Olmert, Bush’s vaunted partner for peace, has vowed to strike at Palestinian militants “without compromise, without concessions and without mercy,” proof that he and the rest of his government have learned nothing. It is also proof that we, as the only country with the power to intervene, have become accessories to murder.

Calm, Superior Indifference

Creeping Fascism: History's Lessons

"...the frontal attack on our Constitutional rights is met with such "calm, superior indifference."

"There are few things as odd as the calm, superior indifference with which I and those like me watched the beginnings of the Nazi revolution in Germany, as if from a box at the theater. ... Perhaps the only comparably odd thing is the way that now, years later...."

 

These are the words of Sebastian Haffner (pen name for Raimund Pretzel), who as a young lawyer in Berlin during the 1930s experienced the Nazi takeover and wrote a first-hand account. His children found the manuscript when he died in 1999 and published it the following year as “Geschichte eines Deutschen” (The Story of a German).
 
The book became an immediate bestseller and has been translated into 20 languages—in English as “Defying Hitler.”
 
I recently learned from his daughter Sarah, an artist in Berlin, that today is the 100th anniversary of Haffner’s birth. She had seen an earlier article in which I quoted her father and e-mailed to ask me to “write some more about the book and the comparison to Bush’s America. ... This is almost unbelievable.”
 
More about Haffner below. Let’s set the stage first by recapping some of what has been going on that may have resonance for readers familiar with the Nazi ascendancy, noting how “odd” it is that the frontal attack on our Constitutional rights is met with such “calm, superior indifference.”
 
Goebbels Would be Proud
 
It has been two years since top New York Times officials decided to let the rest of us in on the fact that the George W. Bush administration had been eavesdropping on American citizens without the court warrants required by the Foreign Intelligence Surveillance Act (FISA) of 1978.
 
The Times had learned of this well before the election in 2004 and acquiesced to White House entreaties to suppress the damaging information.
 
In late fall 2005 when Times correspondent James Risen’s book, “State of War: the Secret History of the CIA and the Bush Administration,” revealing the warrantless eavesdropping was being printed, Times publisher, Arthur Sulzberger, Jr., recognized that he could procrastinate no longer.
 
It would simply be too embarrassing to have Risen’s book on the street, with Sulzberger and his associates pretending that this explosive eavesdropping story did not fit Adolph Ochs’s trademark criterion: All The News That’s Fit To Print.
(The Times’ own ombudsman, Public Editor Byron Calame, branded the newspaper’s explanation for the long delay in publishing this story “woefully inadequate.”)
 
When Sulzberger told his friends in the White House that he could no longer hold off on publishing in the newspaper, he was summoned to the Oval Office for a counseling session with the president on Dec. 5, 2005. Bush tried in vain to talk him out of putting the story in the Times.
The truth would out; part of it, at least.
 
Glitches
There were some embarrassing glitches. For example, unfortunately for National Security Agency Director Lt. Gen. Keith Alexander, the White House neglected to tell him that the cat would soon be out of the bag.
 
So on Dec. 6, Alexander spoke from the old talking points in assuring visiting House intelligence committee member Rush Holt, D-New Jersey, that the NSA did not eavesdrop on Americans without a court order.
 
Still possessed of the quaint notion that generals and other senior officials are not supposed to lie to congressional oversight committees, Holt wrote a blistering letter to Gen. Alexander after the Times, on Dec. 16, front-paged a feature by Risen and Eric Lichtblau, “Bush Lets U.S. Spy on Callers Without Courts.”
 
But House Intelligence Committee chair Pete Hoekstra, R-Michigan, apparently found Holt’s scruples benighted; Hoekstra did nothing to hold Alexander accountable for misleading Holt, his most experienced committee member, who had served as an intelligence analyst at the State Department.
 
What followed struck me as bizarre. The day after the Dec. 16 Times feature article, the president of the United States publicly admitted to a demonstrably impeachable offense.
 
Authorizing illegal electronic surveillance was a key provision of the second article of impeachment against President Richard Nixon. On July 27, 1974, this and two other articles of impeachment were approved by bipartisan votes in the House Judiciary Committee.
 
Bush Takes Frontal Approach
 
Far from expressing regret, the president bragged about having authorized the surveillance “more than 30 times since the September the 11th attacks,” and said he would continue to do so. The president also said:
“Leaders in Congress have been briefed more than a dozen times on this authorization and the activities conducted under it.”

On Dec. 19, 2005, then-Attorney General Alberto Gonzales and then-NSA Director Michael Hayden held a press conference to answer questions about the as yet unnamed surveillance program.
 
Gonzales was asked why the White House decided to flout FISA rather than attempt to amend it, choosing instead a “backdoor approach.”  He answered:
“We have had discussions with Congress...as to whether or not FISA could be amended to allow us to adequately deal with this kind of threat, and we were advised that that would be difficult, if not impossible.”

Hmm. Impossible? It strains credulity that a program of the limited scope described would be unable to win ready approval from a Congress that had just passed the “Patriot Act” in record time.
 
James Risen has made the following quip about the prevailing mood: “In October 2001, you could have set up guillotines on the public streets of America."
 
It was not difficult to infer that the surveillance program must have been of such scope and intrusiveness that, even amid highly stoked fear, it didn’t have a prayer for passage.
 
It turns out we didn’t know the half of it.
 
What To Call These Activities
 
“Illegal Surveillance Program” didn’t seem quite right for White House purposes, and the PR machine was unusually slow off the blocks.
 
It took six weeks to settle on “Terrorist Surveillance Program,” with FOX News leading the way followed by the president himself.  This labeling would dovetail nicely with the president’s rhetoric on Dec. 17:
“In the weeks following the terrorist attacks on our nation, I authorized the National Security Agency, consistent with U.S. law and the Constitution, to intercept the international communications of people with known links to al-Qaeda and related terrorist organizations. ... The authorization I gave the National Security Agency after September 11 helped address that problem...” [Emphasis added]
And Gen. Michael Hayden, who headed NSA from 1999 to 2005, was of course on the same page, dissembling as convincingly as the president. At his May 2006 confirmation hearings to become CIA director, he told of his soul-searching when, as director of NSA, he was asked to eavesdrop on Americans without a court warrant.
 
“I had to make this personal decision in early October 2001,” said Hayden. “It was a personal decision. ... I could not not do this.”
Like so much else, it was all because of 9/11. But we now know...
 
It Started Seven Months Before 9/11.
 
How many times have you heard it? The mantra “after 9/11 everything changed” has given absolution to all manner of sin.
 
We are understandably reluctant to believe the worst of our leaders, and this tends to make us negligent. After all, we learned from former Treasury Secretary Paul O’Neill that drastic changes were made in U.S. foreign policy toward the Israeli-Palestinian issue and toward Iraq at the first National Security Council meeting on Jan. 30, 2001.
 
Should we not have anticipated far-reaching changes at home as well?
Reporting by the Rocky Mountain News and court documents and testimony on a case involving Qwest strongly suggest that in February 2001 Hayden saluted smartly when the Bush administration instructed NSA to suborn AT&T, Verizon, and Qwest to spy illegally on you, me, and other Americans.
 
Bear in mind that this would have had nothing to do with terrorism, which did not really appear on the new administration’s radar screen until a week before 9/11, despite the pleading of Clinton aides that the issue deserved extremely high priority.
So this until-recently-unknown pre-9/11 facet of the “Terrorist Surveillance Program” was not related to Osama bin Laden or to whomever he and his associates might be speaking. It had to do with us.
 
We know that the Democrats briefed on the “Terrorist Surveillance Program” include House Speaker Nancy Pelosi, D-California, (the one with the longest tenure on the House Intelligence Committee), Rep. Jane Harman, D-California, and former and current chairmen of the Senate Intelligence Committee, Bob Graham, D-Florida, and Jay Rockefeller, D-West Virginia, respectively.
 
May one interpret their lack of public comment on the news that the snooping began well before 9/11 as a sign they were co-opted and then sworn to secrecy?
 
It is an important question. Were the appropriate leaders in Congress informed that within days of George W. Bush’s first inauguration the NSA electronic vacuum cleaner began to suck up information on you and me, despite the FISA law and the Fourth Amendment?
 
Are They All Complicit?
 
And are Democratic leaders about to cave in and grant retroactive immunity to those telecommunications corporations—AT&T and Verizon—which made millions by winking at the law and the Constitution?
(Qwest, to its credit, heeded the advice of its general counsel who said that what NSA wanted done was clearly illegal.)
 
What’s going on here?  Have congressional leaders no sense for what is at stake?
Lately the adjective “spineless” has come into vogue in describing congressional Democrats—no offense to invertebrates.
 
Nazis and Their Enablers
 
You don’t have to be a Nazi. You can just be, well, a sheep.
In his journal, Sebastian Haffner decries what he calls the “sheepish submissiveness” with which the German people reacted to a 9/11-like event, the burning of the German Parliament (Reichstag) on Feb. 27, 1933.
 
Haffner finds it quite telling that none of his acquaintances “saw anything out of the ordinary in the fact that, from then on, one’s telephone would be tapped, one’s letters opened, and one’s desk might be broken into.”
 
But it is for the cowardly politicians that Haffner reserves his most vehement condemnation. Do you see any contemporary parallels here?
 
In the elections of March 4, 1933, shortly after the Reichstag fire, the Nazi party garnered only 44 percent of the vote. Only the “cowardly treachery” of the Social Democrats and other parties to whom 56 percent of the German people had entrusted their votes made it possible for the Nazis to seize full power. Haffner adds:
“It is in the final analysis only that betrayal that explains the almost inexplicable fact that a great nation, which cannot have consisted entirely of cowards, fell into ignominy without a fight.”

The Social Democratic leaders betrayed their followers—“for the most part decent, unimportant individuals.” In May, the party leaders sang the Nazi anthem; in June the Social Democratic party was dissolved.
 
The middle-class Catholic party Zentrum folded in less than a month, and in the end supplied the votes necessary for the two-thirds majority that “legalized” Hitler’s dictatorship.
 
As for the right-wing conservatives and German nationalists: “Oh God,” writes Haffner, “what an infinitely dishonorable and cowardly spectacle their leaders made in 1933 and continued to make afterward. ... They went along with everything: the terror, the persecution of Jews. ... They were not even bothered when their own party was banned and their own members arrested.”
 
In sum: “There was not a single example of energetic defense, of courage or principle. There was only panic, flight, and desertion. In March 1933, millions were ready to fight the Nazis. Overnight they found themselves without leaders. ... At the moment of truth, when other nations rise spontaneously to the occasion, the Germans collectively and limply collapsed. They yielded and capitulated, and suffered a nervous breakdown. ... The result is today the nightmare of the rest of the world.”
 
This is what can happen when virtually all are intimidated.
Our Founding Fathers were not oblivious to this; thus, James Madison:
“I believe there are more instances of the abridgement of freedom of the people by gradual and silent encroachments by those in power than by violent and sudden usurpations. ... The means of defense against foreign danger historically have become the instruments of tyranny at home.”
We cannot say we weren’t warned.

Al-Qaeda Priority: Keep U.S. In Iraq

The chaos spreading across nuclear-armed Pakistan after the assassination of former Prime Minister Benazir Bhutto is part of the price for the Bush administration’s duplicity about al-Qaeda’s priorities, including the old canard that the terrorist group regards Iraq as the “central front” in its global war against the West.

Through repetition of this claim – often accompanied by George W. Bush’s home-spun advice about the need to listen to what the enemy says – millions of Americans believe that Osama bin Laden and other al-Qaeda leaders consider Iraq the key battlefield.

However, intelligence evidence, gathered from intercepted al-Qaeda communications, indicate that bin Laden’s high command views Iraq as a valuable diversion for U.S. military strength, not the “central front.”

For instance, as the Iraq War was heating up in 2005, a letter attributed to al-Qaeda’s second-in-command Ayman al-Zawahiri asked if the embattled al-Qaeda operatives in Iraq might be able to spare $100,000 to relieve a cash squeeze facing the group’s top leaders in hiding, presumably inside Pakistan near the Afghan border.

Instead of money going from Pakistan to Iraq, the cash was flowing the opposite way. U.S. intelligence analysts recognized that this was not the way one would normally treat a “central front.” [See Consortiumnews.com’s “Al-Qaeda’s Fragile Foothold.”]

In another captured letter sent to Jordanian terrorist Musab al-Zarqawi before his death in June 2006, a top aide to bin Laden known as “Atiyah” upbraided Zarqawi for his reckless, hasty actions inside Iraq.

The message from Atiyah, who is believed to be a Libyan named Atiyah Abd al-Rahman, emphasized the need for Zarqawi to operate more deliberately in order to build political strength and drag out the U.S. occupation. “Prolonging the war is in our interest,” Atiyah told Zarqawi.

So, instead of seeking a quick ouster of U.S. forces from Iraq and using it as a base for launching a global jihad – as Bush and his supporters claim – al-Qaeda actually saw its strategic goals advanced by keeping the United States bogged down in Iraq.

To some U.S. analysts, the logic was obvious: “prolonging” the Iraq War bought al-Qaeda time to rebuild its infrastructure in Pakistan, where the Islamic fundamentalist extremists have long had sympathizers inside the Pakistani intelligence services dating back to the CIA’s war in Afghanistan in the 1980s.

Charlie Wilson’s Blowback

That CIA war, lionized in the new movie “Charlie Wilson’s War,” funneled billions of dollars in U.S. covert money and weapons through Pakistani intelligence to Afghan warlords and to Arab jihadists who had flocked to Afghanistan to drive out the Russian infidels. One of those young jihadists was a wealthy Saudi named Osama bin Laden.

While relying on Pakistani intelligence to assist the Afghan rebels, the Reagan administration also averted its eyes from Pakistan’s clandestine development of nuclear weapons, an apparent trade-off for Pakistan’s help in giving the Soviet bear a bloody nose in Afghanistan. After the Soviets withdrew in 1989, the war dragged on, with a triumphant United States unwilling to broker a deal with the secular Afghan government that the Soviets left behind. George H.W. Bush’s administration wanted these “Soviet puppets” dragged from their offices and killed (as some eventually were), replaced by the CIA-backed Islamic fundamentalists.

Then, in 1990, the alliances began to shift. U.S. military bases inside Saudi Arabia, which were established for driving Iraqi forces out of Kuwait, offended bin Laden and alienated him from his patrons in the Saudi royal family.

When the U.S. bases remained after the liberation of Kuwait in 1991, bin Laden began to view his old American allies as another band of infidels encroaching on Muslim lands. So, bin Laden’s fellow jihadists in Afghanistan shifted their sights onto a new enemy and developed a new organization known as “the base,” or al-Qaeda.

For obvious reasons, the Bush administration has sought to blur this complicated history for the American people. It takes some of the shine off the glorious Cold War victories of Ronald Reagan and George H.W. Bush.

Dark Backdrop

But this shadow struggle at the end of the Cold War was the backdrop for the 9/11 attacks, which in turn led to Bush’s invasion of Afghanistan, ousting bin Laden and his fundamentalist Taliban allies, but failing to catch bin Laden, Zawahiri and other key leaders.

Then, rather than finishing the job in Afghanistan, Bush made an abrupt detour into Iraq, a decision rife with settling old scores and other unspoken justifications, but which Bush sold to the American public as necessary because Iraq’s secular dictator Saddam Hussein was in league with the fundamentalist bin Laden and might give him WMDs.

When that justification proved false and a stubborn Iraqi insurgency emerged to challenge the U.S. occupation, Bush initially presented the resistance as an al-Qaeda offshoot operating under bin Laden’s control.

Again, U.S. intelligence saw a different problem: Sunni and Shiite Iraqis contesting the American presence and competing for dominance with each other, while a violent smattering of foreign jihadists like Zarqawi tried to insinuate themselves into the Sunni faction and spread havoc.

Though Bush eventually acknowledged that most of Iraqi resistance was homegrown, he still asserted that al-Qaeda planned to use Iraq as the launching pad for a global “caliphate” from Spain to Indonesia, another alarmist claim that scared some Americans into backing Bush’s war policies.

“This caliphate would be a totalitarian Islamic empire encompassing all current and former Muslim lands, stretching from Europe to North Africa, the Middle East, and Southeast Asia,” Bush said in a typical reference to this claim in a Sept. 5, 2006, speech. “We know this because al-Qaeda has told us.”

But many analysts saw Bush’s nightmarish scenario as preposterous, given the deep divisions within the Islamic world and the hostility that many Muslims feel toward al-Qaeda, including its recent much-heralded rejection by more moderate Iraqi Sunnis in Anbar province.

Also, according to a National Intelligence Estimate representing the consensus view of the U.S. intelligence community in April 2006, “the global jihadist movement is decentralized, lacks a coherent global strategy, and is becoming more diffuse.” [Emphasis added.]

The NIE also concluded that the Iraq War – rather than weakening the cause of Islamic terrorism – had become a “cause celebre” that was “cultivating supporters for the global jihadist movement.”

The grinding Iraq War – now nearing its fifth year – also prevented the United States from arraying sufficient military and intelligence resources against the reorganized al-Qaeda infrastructure in Pakistan and the rebuilt Taliban army reasserting itself in Afghanistan.

Hopes Dashed

So, when the Bush administration supported former Prime Minister Bhutto’s return to Pakistan in October 2007, the wishful thinking was that she could somehow energize the more moderate elements of Pakistani politics and marginalize the Islamic extremists.

But the overstretched U.S. military and intelligence services could do little in helping to protect Bhutto beyond hectoring Pakistan’s President Pervez Musharraf to give his political rival more security. Musharraf, who himself has dodged multiple assassination attempts, either couldn’t or wouldn’t ensure Bhutto’s safety.

Now, with Bhutto’s death and with unrest sweeping Pakistan, Bush’s Iraq War backers are sure to argue that these developments again prove the president right, that an even firmer hand is needed to combat terrorism and that the next president must be someone ready to press ahead with Bush’s concept of a “long war” against Islamic extremism.

But the reality again appears different. Though rarely mentioned in the American press, the evidence is that bin Laden and other extremists have cleverly played off Bush’s arrogance and belligerence to strengthen their strategic hand within the Muslim world.

By keeping Bush focused on Iraq, al-Qaeda and its allies also bought time to transform themselves into a more lethal threat in Pakistan, with the danger that the new turmoil could win al-Qaeda its ultimate prize, control of a nuclear bomb. [For more on this history, see our new book Neck Deep.]

Annapolis, Pretending It's Real

Tragedy and Travesty at Annapolis

November 27 at Annapolis kicks off the latest Israeli-Palestinian Middle East peace process round that may be an historic first. It's the first time in memory the legitimate government of one side is excluded, and that alone dooms it. Like previous rounds, it's more pretense than peace, and as Jonathan Steele puts it in his November 16 Guardian column "The Palestinian path to peace does not go via Annapolis....so what do....Palestinians do next....In their decades-long bid for justice, they have tried everything:" armed struggle to compromise, but nothing works and the reason is simple. Their sincerity isn't matched by Israel, the West, other Arab states and the US most of all with all the muscle in its hands to push or constrain Israelis to be serious and fair. That's the problem. How can one side negotiate in good faith without a willing partner.

Nothing new will be introduced this time; the conference is for one day; no peace negotiations will be held; Israeli Prime Minister Olmert calls the summit "a meeting, not a negotiating session;" respected Middle East correspondent Robert Fisk says Olmert "has no more interest in a Palestinian state than....Ariel Sharon;" no advance agreement of intentions or principles has been reached; and it's still not sure who's coming.

Further, Gaza remains under siege, the West Bank is also terrorized, settlements continue being built, Palestinian land keeps being taken, more lives in the Territories are being lost, suffering remains unbearable, and hope for the beleaguered people again will be dashed. Their message on the ground is clear, but no one's listening. They won't accept surrender for peace. They want nothing less than freedom and justice in their own unoccupied land. Israel won't give it to them, so the struggle continues.

But just in case, neoconservative hard-liners are taking no chances on something of substance from Annapolis reports Jim Lobe in his November 22 Electronic Intifada article. Skepticism or not about prospects this time has them united to assure Israel gives nothing away now or ever. Secretary Rice is their target because she's pushing for her kind of no state-two-state solution by January, 2009 when a new administration takes over. It doesn't matter how flawed it is as long as something resembling progress emerges.

But even that's too much for hard-liners like super-hawk Frank Gaffney who calls any type Palestinian state "a dagger pointed at the heart of Israel and a new safe-haven for terror aimed at the United States and other Western nations." Others like him agree and support continued Middle East war until the entire region is subdued under US-Israeli control. That means no concessions at Annapolis, defeating Hamas in Gaza, Hezbollah in Lebanon, no pullback from Iraq, and attacking Iran. A very scary scenario as another peace offensive gets underway with its participants pretending it's real.

Looking Back at Past Peace Process Futility

Until the late 1980s, the US and Israel were content to ignore regional and other calls for peaceful diplomacy, but that began to change with the outbreak of the first intifada mass uprising in 1987 when oppressed Palestinians fought back and caught the media's attention. The region exploded again when Saddam Hussein invaded Kuwait in August, 1990, and the Gulf war followed in 1991. When it ended, the US and Soviet Union jointly sponsored the watershed Madrid peace conference at which Israel negotiated face-to-face with Syria, Lebanon, Jordan and the Palestinians for the first time. They continued after its conclusion on two parallel tracks to resolve past conflicts and sign bilateral peace treaties along with multilateral negotiations on issues affecting the whole region.

Madrid promised hope and was the catalyst for the Oslo Accords and their Declaration of Principles that were signed on the White House lawn in September, 1993. They began secretly with a post-Gulf war weakened PLO and delivered betrayal. They established a vaguely-defined negotiating process, specified no outcome, and let Israel delay, refuse to make concessions, and continue colonizing the Occupied Territories. In return, Palestinians got nothing for renouncing armed struggle, recognizing Israel's right to exist, and leaving major unresolved issues for indefinite later final status talks. They included an independent Palestinian state, the right of return, the future of Israeli settlements, borders, water rights, and status of Jerusalem as sovereign Palestinian territory and future home of its capital.

Israel got more as well - the right to establish a new Palestinian Authority (PA) to police a restive indigenous population. Yasser Arafat and other PLO leaders were in exile in Tunis following the 1982 Lebanon war. They got to come home, take control of their people, and be rewarded for being Israel's enforcer.

Oslo I led to Oslo II that was signed in Taba, Egypt in September, 1995, countersigned in Washington four days later, and made things even worse with its complex document. It called for further Israeli troop redeployments beyond Gaza and major West Bank population centers and later from all rural areas except for Israeli settlements and designated military zones. The process divided the West Bank into three parts with each having distinctive borders, administration and security control rules - Areas A, B and C plus a fourth area for Greater Jerusalem. A complicated system was devised as follows:

-- Area A under Palestinian control for internal security, public order and civil affairs;

-- Area B under Palestinian civil control for 450 West Bank towns and villages with Israel having overriding authority to safeguard its settlers' security; and

-- Area C with its water resources under Israeli control and its settlements on the West Bank's most valuable land with them all connected by special by-pass roads for Jews only.

Israel has total control of the Territories and occupies most of the West Bank with its expanding settlements, by-pass roads, separation wall, military areas and no-go zones overall that are off limits to Palestinians in their own land.

The Sharm el-Sheikh Memorandum came next and was signed by Yasser Arafat and Israeli Prime Minister Ehud Barak on September 4, 1999. Its purpose was to implement Oslo II and all other agreements since Oslo I in 1993 that included the following:

-- a 1994 Protocol on Economic Relations;

-- a Cairo Agreement on Gaza and the Jericho Area the same year;

-- the 1994 Washington Declaration and Agreement on Preparatory Transfer of Powers and Responsibilities between the two parties; and

-- the 1995 Protocol on Further Transfer of Powers and Responsibilities. Both sides agreed to resume "permanent status" talks and discuss other elements of a peace plan relating to Israeli troops redeployments, land transfers, safe passage openings between Gaza and the West Bank, a Gaza seaport, prisoner releases and other issues related to security, normal civilian life activities, international donor community aid, and a timetable for final status talks on the toughest issues.

"Permanent status" talks followed in July, 2000 at Camp David where Bill Clinton hosted Yasser Arafat and Ehud Barak. Betrayal was again planned and delivered, but the major media called Barak's offer "generous" and "unprecedented" with Arafat spurning peace for conflict. Barak insisted Arafat sign a "final agreement," declare an "end of conflict," and give up any legal basis for additional land in the Territories. There was no Israeli offer in writing, and no documents or maps were presented.

All Barak offered was from a May, 2000 West Bank map dividing the area into four isolated cantons under Palestinian administration surrounded by expanding Israeli settlements and other Israeli-controlled land. They had no direct links to each other or to Jordan. The cantons consisted of: Jericho, the southern canton to Abu Dis, a northern one including Nablus, Jenin and Tulkarm, and a central one including Ramallah. Gaza was left in limbo as a fifth canton that was resolved when Israel disengaged from the Territory in August and September, 2005 but kept total control over it and right to reenter any time. The Barak deal was so duplicitous that if Arafat accepted it any hope for real peace would be dashed. He didn't and was unfairly blamed.

The Foundation for Middle East Peace (FMEP) analyzed the deal as follows:

-- Israel only proposed relinquishing control of from 77.5 - 81% of the West Bank excluding East Jerusalem and likely intended to keep the Jordan Valley;

-- Israel claimed sovereignty over all West Jerusalem, one-third of occupied East Jerusalem, and as later developments proved wants all Greater Jerusalem exclusively for Jews;

-- Israel wanted control of the Temple Mount that Palestianians call al-Haram al-Sharif or Noble Sanctuary and is the site of the sacred Dome of the Rock and al-Aqsa Mosque.

Barak's Camp David deal was all take and no give with no chance for reconciliation or resolution of the conflict's most intractable issues. It was all pretense by design, but when Ariel Sharon took over in February, 2001 he ended all further peace negotiations.

It stood that way until George Bush unveiled the Quartet's fake "road map" for peace in a June 24, 2002 speech. In it, he called for an independent Palestinian state along side Israel in peace by 2005 with good faith efforts on both sides to achieve it. The process was to be in three phases, but its prospects were doomed from the start. After the plan's launch, the region was beset by violence, Israel increased its land seizures and targeted assassinations, Palestinians responded in kind, and the humanitarian situation in the Territories became so dire it was impossible convincing either side that the road map was credible. It wasn't, and it failed like all previous efforts before it.

That's where things stood until Condoleezza Rice restarted the current Annapolis round to salvage a warmaking administration, reinvent it as a peacemaker, and manage to manipulate a fake outcome to prove it. The scheme is this, and George Bush spelled it out on November 21 when he spoke to Israeli, Palestinian and Egyptian leaders to lay the groundwork for Annapolis:

-- forty-nine countries were invited;

-- who's coming isn't sure, but Iran wasn't invited;

-- Saudi Arabia accepted with reservations; and

-- Syria was a maybe but AP reported November 25 it will now send its deputy foreign minister unlike other attendees sending foreign ministers; Syria will come because the occupied Golan is on the agenda, even though, like the Saudis, it has no formal relations with Israel.

Others listed are members of the Quartet, G-8, Arab League, permanent members of the Security Council along with Israel and the Palestinian Abbas quisling government with its legitimate one excluded that renders the process a sham.

Rice is pathetic saying "very clear signs" are evident, and "everybody's goal is the creation of a Palestinian state" with both sides on board for it. Israeli Prime Minister Olmert is just as bad claiming "Annapolis will be the jumping-off point for continued serious and in-depth negotiations (that won't) avoid any issue or ignore any division (in) our relations with the Palestinian people for many years." Nearly sixty to be exact and over 40 under occupation with no serious effort ever for resolution.

Snags still remain in the window dressing surrounding the conference with both sides so far unable to reach an acceptable joint statement to be presented in Maryland. If they're still apart when it starts, the conference will end with Rice's statement and not a joint Israeli-PA one. Either way matters little as once again fanciful language will substitute for substantive results. With Gaza under siege, Hamas uninvited, and an illegitimate government in its place, peace and any progress toward resolution can't happen. That's how it's always been and will remain until Israel begins negotiating in good faith. But that won't happen until the world community accepts nothing less because world public opinion and people of conscience demand it.

Intellectual Fallacies Of The 'War On Terror'

A GUIDE FOR THE PERPLEXED

There are many books entitled A Guide for the Perplexed, including Moses Maimonides' 12th century treatise on Jewish law and E F Schumacher's 1977 book on how to think about science. Book titles cannot be copyrighted. A Guide for the Perplexed might therefore be a better title for Stephen Holmes' new book than the one he chose, The Matador's Cape: America's Reckless Response to Terror. In his perhaps overly clever conception, the matador is the terrorist leadership of al-Qaeda, taunting a maddened United States into an ultimately fatal reaction. But do not let the title stop you from reading the book. Holmes has written a powerful and philosophically erudite survey of what we t hink we understand about the 9/11 attacks - and how and why the United States has magnified many times over the initial damage caused by the terrorists.

Stephen Holmes is a law professor at New York University. In The Matador's Cape, he sets out to forge an understanding - in an intellectual and historical sense, not as a matter of journalism or of partisan politics - of the Iraq war, which he calls "one of the worst (and least comprehensible) blunders in the history of American foreign policy" (p 230). His modus operandi is to survey in depth approximately a dozen influential books on post-Cold War international politics to see what light they shed on America's missteps. I will touch briefly on the books he chooses for dissection, highlighting his essential thoughts on each of them.

Holmes' choice of books is interesting. Many of the authors he focuses on are American conservatives or neoconservatives, which is reasonable since they are the ones who caused the debacle. He avoids progressive or left-wing writers, and none of his choices are from Metropolitan Books' American Empire Project. (Disclosure: This review was written before I read Holmes' review of my own book, Nemesis: The Last Days of the American Republic, in the October 29 issue of The Nation.)

He concludes: "Despite a slew of carefully researched and insightful books on the subject, the reason why the United States responded to the al-Qaeda attack by invading Iraq remains to some extent an enigma" (p 3). Nonetheless, his critiques of the books he has chosen are so well done and fair that they constitute one of the best introductions to the subject. They also have the advantage in several cases of making it unnecessary to read the original.

Holmes interrogates his subjects cleverly. His main questions and the key books he dissects for each of them are:

  • Did Islamic religious extremism cause 9/11? Here he supplies his own independent analysis and conclusion (to which I turn below).

  • Why did American military preeminence breed delusions of omnipotence, as exemplified in Robert Kagan's Of Paradise and Power: America and Europe in the New World Order (Knopf, 2003)? While not persuaded by Kagan's portrayal of the United States as "Mars" and Europe as "Venus", Holmes takes Kagan's book as illustrative of neoconservative thought on the use of force in international politics: "Far from guaranteeing an unbiased and clear-eyed view of the terrorist threat, as Kagan contends, American military superiority has irredeemably skewed the country's view of the enemy on the horizon, drawing the United States, with appalling consequences, into a gratuitous, cruel, and unwinnable conflict in the Middle East." (p 72)

  • How was the war lost, as analyzed in Cobra II: The Inside Story of the Invasion and Occupation of Iraq by Michael Gordon and Bernard Trainor (Pantheon, 2006)? Holmes regards this book by Gordon, the military correspondent of the New York Times, and Trainor, a retired Marine Corps lieutenant general, as the best treatment of the military aspects of the disaster, down to and including US envoy L Paul Bremer's disbanding of the Iraqi military. I would argue that Fiasco (Penguin 2006) by the Washington Post's Thomas Ricks is more comprehensive, clearer-eyed, and more critical.

  • How did a tiny group of individuals, with eccentric theories and reflexes, recklessly compound the country's post-9/11 security nightmare? Here Holmes considers James Mann's Rise of the Vulcans: The History of Bush's War Cabinet (Viking, 2004). One of Mann's more original insights is that the neocons in the Bush administration were so bewitched by Cold War thinking that they were simply incapable of grasping the new realities of the post-Cold War world. "In Iraq, alas, the lack of a major military rival excited some aging hardliners into toppling a regime that they did not have the slightest clue how to replace ... We have only begun to witness the long-term consequences of their ghastly misuse of unaccountable power". (p 106).

  • What roles did Vice President Dick Cheney and Secretary of Defense Donald Rumsfeld play in the Bush administration, as captured in Michael Mann's Incoherent Empire (Verso, 2003)? According to Holmes, Mann's work "repays close study, even by readers who will not find its perspective altogether congenial or convincing". He argues that perhaps Mann's most important contribution, even if somewhat mechanically put, is to stress the element of bureaucratic politics in Cheney's and Rumsfeld's manipulation of the neophyte Bush: "The outcome of inter- and intra-agency battles in Washington, DC, allotted disproportionate influence to the fatally blurred understanding of the terrorist threat shared by a few highly placed and shrewd bureaucratic infighters. Rumsfeld and Cheney controlled the military; and when they were given the opportunity to rank the country's priorities in the war on terror, they assigned paramount importance to those specific threats that could be countered effectively only by the government agency over which they happened to preside" (p 107).

  • Why did the US decide to search for a new enemy after the Cold War, as argued by an old cold warrior, Samuel Huntington, in The Clash of Civilizations and the Remaking of World Order (Simon and Schuster, 1996)? It is not clear why Holmes included Huntington's 11-year-old treatise on "Allah made them do it" in his collection of books on post-Cold War international politics except as an act of obeisance to establishmentarian - and especially Council-on-Foreign-Relations - thinking. Holmes regards Huntington's work as a "false template" and calls it misleading. Well before 9/11, many critics of Huntington's concept of "civilization" had pointed out that there is insufficient homogeneity in Christianity, Islam, or the other great religions for any of them to replace the position vacated by the Soviet Union. As Holmes remarks, Huntington "finds homogeneity because he is looking for homogeneity" (p 136).

  • What role did left-wing ideology play in legitimizing the war on terror, as seen by Samantha Power in A Problem from Hell: America and the Age of Genocide (Basic, 2002). As Holmes acknowledges, "The humanitarian interventionists rose to a superficial prominence in the 1990s largely because of a vacuum in US foreign-policy thinking after the end of the Cold War ... Their influence was small, however, and after 9/11, that influence vanished altogether." He nonetheless takes up the anti-genocide activists because he suspects that, by making a rhetorically powerful case for casting aside existing decision-making rules and protocols, they may have emboldened the Bush administration to follow suit and fight the "evil" of terrorism outside the constitution and the law. The idea that Power was an influence on Cheney and Rumsfeld may seem a stretch - they were, after all, doing what they had always wanted to do - but Holmes' argument that "a savvy pro-war party may successfully employ humanitarian talk both to gull the wider public and to silence potential critics on the liberal side" (p 157) is worth considering.

  • How did pro-war liberals help stifle national debate on the wisdom of the Iraq war, as illustrated by Paul Berman in Power and the Idealists (Soft Skull Press, 2005)? Wildly overstating his influence, Holmes writes, Berman, a regular columnist for The New Republic, "first tried to convince us that the Israeli-Palestinian conflict, far from being a tribal war over scarce land and water, is part of the wider spiritual war between liberalism and apocalyptic irrationalism, not worth distinguishing too sharply from the conflict between America and al-Qaeda. He then attempted to show that Saddam Hussein and Osama bin Laden represented two 'branches' of an essentially homogeneous extremism." (p 181) Berman, Holmes points out, conflated anti-terrorism with anti-fascism in order to provide a foundation for the neologism "Islamo-fascism." His chief reason for including Berman is that Holmes wants to address the views of religious fundamentalists in their support of the war on terrorism.

  • How did democratization at the point of an assault rifle become America's mission in the world, as seen by the apostate neoconservative Francis Fukuyama in America at the Crossroads: Democracy, Power, and the Neoconservative Legacy (Yale University Press, 2006)? Holmes is interested in Fukuyama, the neoconservatives' perennial sophomore, because he offers an insider's insights into the chimerical neocon "democratization" project for the Middle East.

    Fukuyama argues that democracy is the most effective antidote to the kind of Islamic radicalism that hit the United States on September 11, 2001. He contends that the root of Islamic rebellion is to be found in the savage and effective repression of protestors - many of whom have been driven into exile - in places like Egypt, Saudi Arabia, and Pakistan. Terrorism is not the enemy, merely a tactic Islamic radicals have found exceptionally effective. Holmes writes of Fukuyama's argument, "[T]o recognize that America's fundamental problem is Islamic radicalism, and that terrorism is only a symptom, is to invite a political solution. Promoting democracy is just such a political solution." (p 209)

    The problem, of course, is that not even the neocons are united on promoting democracy; and, even if they were, they do not know how to go about it. Fukuyama himself pleads for "a dramatic demilitarization of American foreign policy and a re-emphasis on other types of policy instruments." The Pentagon, in addition to its other deficiencies, is poorly positioned and incorrectly staffed to foster democratic transitions.

  • Why is the contemporary American antiwar movement so anemic, as seen through the lens of history by Geoffrey Stone in Perilous Times: Free Speech in Wartime from the Sedition Act of 1798 to the War on Terrorism (W W Norton, 2004)? Holmes has nothing but praise for Stone's history of expanded executive discretion in wartime. A key question raised by Stone is why the American public has not been more concerned with what happened in Iraq at Abu Ghraib prison and in the wholesale destruction of the Sunni city of Fallujah. As Holmes sees it, the Bush administration, at least in this one area, was adept at subverting public protest. Among the more important lessons George W Bush, Dick Cheney, Donald Rumsfeld, Karl Rove, and others learned from the Vietnam conflict, he writes, was that if you want to suppress domestic questioning of foreign military adventures, then eliminate the draft, create an all-volunteer force, reduce domestic taxes, and maintain a false prosperity based on foreign borrowing.

  • How did the embracing of American unilateralism elevate the Office of the Secretary of Defense over the Department of State, as put into perspective by John Ikenberry in After Victory: Institutions, Strategic Restraint, and the Rebuilding of Order After Major Wars (Princeton University Press, 2001)? This book is Holmes' oddest choice - a dated history from an establishmentarian point of view of the international institutions created by the United States after World War II, including the World Bank, the International Monetary Fund, and NATO, all of which Ikenberry, a prominent academic specialist in international relations, applauds. Holmes agrees that, during the Cold War, the United States ruled largely through indirection, using seemingly impartial international institutions, and eliciting the cooperation of other nations. He laments the failure to follow this proven formula in the post-9/11 era, which led to the eclipse of the State Department by the Defense Department, an institution hopelessly ill-suited for diplomatic and nation-building missions.

  • Why do we battle lawlessness with lawlessness (for example, by torturing prisoners) and concentrate extra-constitutional authority in the hands of the president, as expounded by John Yoo in The Powers of War and Peace: The Constitution and Foreign Affairs After 9/11 (University of Chicago Press, 2005)? In this final section, Holmes puts on his hat as the law professor he is and takes on George W Bush's and Alberto Gonzales' in-house legal counsel, the University of California, Berkeley law professor John Yoo, who authored the "torture memos" for them, denied the legality of the Geneva Conventions, and elaborated a grandiose view of the president's war-making power. Holmes wonders, "Why would an aspiring legal scholar labor for years to develop and defend a historical thesis that is manifestly untrue? What is the point and what is the payoff? That is the principal mystery of Yoo's singular book. Characteristic of The Powers of War and Peace is the anemic relations between the evidence adduced and the inferences drawn." (p. 291)

    Holmes then points out that Yoo is a prominent member of the Federalist Society, an association of conservative Republican lawyers who claim to be committed to recovering the original understanding of the constitution and which includes several Republican appointees to the current Supreme Court. His conclusion on Yoo and his fellow neocons is devastating: "[I]f the misbegotten Iraq war proves anything, it is the foolhardiness of allowing an autistic clique that reads its own newspapers and watches its own cable news channel to decide, without outsider input, where to expend American blood and treasure - that is, to decide which looming threats to stress and which to downplay or ignore." (p. 301)

    Is Islam the culprit or merely a distraction?

  • In addition to these broad themes, Holmes investigates hidden agendas and their distorting effects on rational policy-making. Some of these are: Cheney's desire to expand executive power and weaken congressional oversight; Rumsfeld's schemes to field-test his theory that in modern warfare speed is more important than mass; the plans by some of Cheney's and Rumsfeld's advisers to improve the security situation of Israel; the administration's desire to create a new set of permanent US military bases in the Middle East to protect the US oil supply in case of a collapse of the Saudi monarchy; and the desire to invade Iraq and thereby avoid putting all the blame for 9/11 on al-Qaeda - because to do so would have involved admitting administration negligence and incompetence during the first nine months of 2001 and, even worse, that Clinton was right in warning Bush and his top officials that the main security threat to the United States was a potential al-Qaeda attack or attacks.

    This is not the place to attempt a comprehensive review of Holmes' detailed critiques. For that, one should buy and read his book. Let me instead dwell on three themes that I think illustrate his insight and originality.

    Holmes rejects any direct connection between Islamic religious extremism and the 9/11 attacks, although he recognizes that Islamic vilification of the United States and other Western powers is often expressed in apocalyptically religious language. "Emphasizing religious extremism as the motivation for the [9/11] plot, whatever it reveals," he argues, "… terminates inquiry prematurely, encouraging us to view the attack ahistorically as an expression of 'radical Salafism', a fundamentalist movement within Islam that allegedly drives its adherents to homicidal violence against infidels." (p 2) This approach, he points out, is distinctly tautological: "Appeals to social norms or a culture of martyrdom are not very helpful ... They are tantamount to saying that suicidal terrorism is caused by a proclivity to suicidal terrorism." (p 20)

    Instead, he suggests, "The mobilizing ideology behind 9/11 was not Islam, or even Islamic fundamentalism, but rather a specific narrative of blame" (p 63). He insists on putting the focus on the actual perpetrators, the 19 men who executed the attacks in New York and Washington - 15 Saudi Arabians, two citizens of the United Arab Emirates, one Egyptian, and one Lebanese. None of them was particularly religious. Three were living together in Hamburg, Germany, where they did appear to have become more interested in Islam than they had been in their home countries. Mohamed Atta, the leader of the group, age 33 on 9/11, had Egyptian and German degrees in architecture and city planning and became highly politicized in favor of the Palestinian cause against Zionism only after he went abroad.

    Holmes notes, "According to the classic study of resentment [Friedrich Nietzsche's On the Genealogy of Morals (1887)], 'every sufferer instinctively seeks a cause for his suffering; more specifically, an agent, a "guilty" agent who is susceptible of pain - in short, some living being or other on whom he can vent his feelings directly or in effigy, under some pretext or other.' If suffering is seen as natural or uncaused it will be coded as misfortune instead of injustice, and it will produce resignation rather than rebellion. The most efficient way to incite, therefore, is to indict." (p 64)

    The role of bin Laden was, and remains, to provide such a hyperbolic indictment - one that men like Atta would never have heard back in authoritarian Egypt but that came through loud and clear in their German exile. Bin Laden demonized the United States, accusing it of genocide against Muslims and repeatedly contending that the presence of US troops in Saudi Arabia ever since the first Gulf War in 1991 was a far graver offense than the Soviet invasion of Afghanistan, even though that had led to the death of 1 million Afghans and had sent 5 million more into exile.

    The fact that the 9/11 plot involved the attackers' own self-destruction suggests possible irrationality on their part, but Holmes argues that this was actually part of the specific narrative of blame. Americans feel contempt for Muslims and ascribe little or no value to Muslim lives. Therefore, to be captured after a terrorist attack involved a high likelihood that the Americans would torture the perpetrator. Suicide took care of that worry (and provided several other advantages discussed below).

    The US as 'sole remaining superpower'


    Another subject about which Holmes is strikingly original is the subtle way in which the collapse of the former Soviet Union and the United States' self-promotion as the sole remaining superpower clouded our vision and virtually guaranteed the catastrophe that ensued in Iraq. "Because Americans ... have sunk so much of their national treasure into a military establishment fit to deter and perhaps fight an enemy that has now disappeared," he argues, "they have an almost irresistible inclination to exaggerate the centrality of rogue states, excellent targets for military destruction, [above] the overall terrorist threat. They overestimate war (which never unfolds as expected) and underestimate diplomacy and persuasion as instruments of American power." (pp 71-72)

    Holmes draws several interesting implications from this American overinvestment in Cold-War-type military power. One is that the very nature of the 9/11 attacks undermined crucial axioms of American national security doctrine. In a much more significant way than in the 1993 attack on the World Trade Center, a non-state actor on the international stage successfully attacked the United States, contrary to a well-established belief in Pentagon circles that only states have the capability of menacing us militarily. Equally alarming, by employing a strategy requiring their own deaths, the terrorists ensured that deterrence no longer held sway. Overwhelming military might cannot deter non-state actors who accept that they will die in their attacks on others. The day after 9/11, American leaders in Washington, DC, suddenly felt unprotected and defenseless against a new threat they only imperfectly understood. They responded in various ways.

    One was to recast what had happened in terms of Cold-War thinking. "To repress feelings of defenselessness associated with an unfamiliar threat, the decision makers' gaze slid uncontrollably away from al-Qaeda and fixated on a recognizable threat that was unquestionably susceptible to being broken into bits." (p 312) Holmes calls this fusion of bin Laden and Saddam Hussein a "mental alchemy, the ‘reconceiving' of an impalpable enemy as a palpable enemy". He endorses James Mann's thesis that Dick Cheney, Donald Rumsfeld, Paul Wolfowitz, and others did not change the underlying principles guiding American foreign policy in response to the 9/11 attacks; that, in fact, they did the exact opposite: "[T]he Bush administration has managed foreign affairs so ineptly because it has been reflexively implementing out-of-date formulas in a radically changed security environment." (p 106)

    Unintended consequences also played a role, Holmes argues: "If conservative congressmen had not blocked [Pennsylvania Governor] Tom Ridge's nomination as Defense Secretary [in 2000] for the ludicrously immaterial reason that he was wobbly on abortion, then the Cheney-Rumsfeld group, including Wolfowitz and [Douglas] Feith, would have been in no position to hijack the administration's reaction to 9/11." (pp 93-94) Rumsfeld enthusiastically endorsed Bush's description of his "new" policies as a "war" because the Office of the Secretary of Defense then became the lead agency in designing and carrying out America's response.

    There was little or no countervailing influence. "By sheer chance," Holmes writes, "Rice and Powell - no doubt orderly managers - have pedestrian minds and perhaps deferential personalities. Neither provided a gripping and persuasive vision of the United States' role in the world that might have counteracted the megalomania of the neoconservatives, and neither was capable of outfoxing the hard-liners in an interagency power struggle." (p 94)

    The costs of equating al-Qaeda with Iraq and of concentrating on a military response were high. "It meant that some of the troops sent to Iraq in the first wave believed, disgracefully, that they were avenging the 3,000 dead from September 11 ... Cruel and arbitrary behavior by some US forces helped stoke the violent insurgency that followed." (p 307)

    American confusion about the nature of the enemy - rogue state vs non-state terrorist organization - produced two different counterstrategies, both of which almost certainly made the situation worse. First, by focusing on a rogue state (Iraq), rather than on a non-state actor (al-Qaeda), the Pentagon drew attention to what it came to call the "hand-off scenario" in which a nuclear-armed rogue state might hand over weapons of mass destruction to terrorists who would use them against the US. To counter this threat, the Pentagon developed a strategy of preventive war against rogue states with the objective of bringing about regime change in them. The only way to prevent nuclear proliferation to terrorist groups - so the argument went - was to forcibly democratize Middle Eastern authoritarian regimes, some of which had long been allied with the United States.

    The other strategy was a return to what seemed like a form of deterrence: a "scare the Muslims" campaign. This involved a resort to massive "shock and awe" bombing raids on Baghdad with the intent of demonstrating the futility of defying the United States.

    By reacting to the threat of modern terrorism with an attack on a substitute target - without even bothering to calculate the enormous potential costs involved - the Pentagon greatly overestimated what military force could achieve. Both the regime-change and overawe-the-Muslims approaches carried with them potentially devastating unintended consequences - particularly if any of the premises, such as about who possessed WMD, were wrong. Overly abstract ideas were substituted for empirical knowledge of, and logical responses to, an enemy's capabilities. Thus, insurgencies in Iraq and Afghanistan, two devastated, poor countries, have managed to fight one of the most powerful American expeditionary forces in history to a virtual standstill. In short, "America's bellicose response to the 9/11 provocation was not only dishonorable and unethical, given the cruel suffering it has inflicted on thousands of innocents, but also imprudent in the extreme because it was bound to produce as much hatred as fear, as much burning desire for reprisal as quaking paralysis and  docility. Some of the sickening effects are unfolding before our eyes. That even more malevolent consequences remain in store is a grim possibility not to be wished away." (p 10)

    Complicity of the left in American imperialism


    Holmes is also interesting on why the American left has been so ineffectual in countering the efforts of Washington's pro-war party. Deeply guilt-ridden over the Clinton administration's failure to stop the genocide in Rwanda and frustrated by the constraints of international law and United Nations procedures, some influential progressives in America had already advocated a preemptive and unilateralist turn in American foreign policy that the Bush administration hijacked. Human rights activists had heavily promoted intervention in Bosnia and Kosovo to halt ethnic cleansing - and doing so without any international sanction whatsoever. Some of them became as enthusiastic about using the American armed forces to achieve limited foreign policy goals as many neocons. Even US ambassador to the UN Madeleine Albright made herself notorious with her 1993 wisecrack to then Joint Chiefs Chairman Colin Powell: "What's the point of having this superb military that you're always talking about if we can't use it?"

    Although Holmes tries not to overstate his case, he suspects that the humanitarian interventionism of the 1990s - at one point he speaks of "human rights as imperial ideology" (p 190) - may have played at least a small role in the public's acceptance of Bush's intervention in Iraq. If so, it is hard to imagine a better example of the disasters that good intentions can sometimes produce. The result in Iraq, in turn, has more or less silenced calls from the left for further campaigns of military intervention for humanitarian purposes. The US is conspicuously not participating in the UN intervention in the Darfur region of Sudan.

    The rule of law


    As a legal scholar, Holmes is committed to the rule of law. "[L]aw is best understood," he writes, "not as a set of rigid rules but rather as a set of institutional mechanisms and procedures designed to correct the mistakes that even exceptionally talented executive officials are bound to make and to facilitate midstream readjustments and course corrections. If we understand law, constitutionalism, and due process in this way, then it becomes obvious why the war on terrorism is bound to fail when conducted, as it has been so far, against the rule of law and outside the constitutional system of checks and balances." (p 5)

    This short-circuiting of normal constitutional procedures he sees as probably the most consequential post-9/11 blunder of the Bush administration. The president's repeated claims that he needs high levels of secrecy and the ability to arbitrarily cancel established law in order to move decisively against terrorists draw his utter contempt. "By dismantling checks and balances, along the lines idealized and celebrated by [John] Yoo, the administration has certainly gained flexibility in the 'war on terror'. It has gained the flexibility, in particular, to shoot first and aim afterward." (p 301) Although such an assumption of dictatorial powers has happened before during periods of national emergency in the United States, Holmes is convinced that the humanitarian interventionism of the 1990s helped anesthetize many Americans to the implications of what the government was doing after 9/11.

    Even now, with the Iraq War all but lost and public opinion having turned decisively against the president, there is still a flabbiness in mainstream criticism that reveals a major weakness in the conduct of American foreign policy. For example, while many hawks and doves today recognize that Rumsfeld mobilized too few forces to achieve his military objectives in Iraq, they tend to concentrate on his rejection of former Army Chief of Staff General Eric Shinseki's advice that he needed a larger army of occupation. They almost totally ignore the true national policy implications of Rumsfeld's failed leadership. Holmes writes, "If Saddam Hussein had actually possessed the tons of chemical and biological weapons that, in the president's talking points, constituted the casus belli for the invasion, Rumsfeld's slimmed-down force would have abetted the greatest proliferation disaster in world history." (p 82) He quotes Michael Gordon and Bernard Trainor: "Securing the WMD required sealing the country's borders and quickly seizing control of the many suspected sites before they were raided by profiteers, terrorists, and regime officials determined to carry on the fight. The force that Rumsfeld eventually assembled, by contrast, was too small to do any of this." (pp 84-85) As a matter of fact, looters did ransack the Iraqi nuclear research center at al Tuwaitha. No one pointed out these flaws in the strategy until well after the invasion had revealed that, luckily, Saddam had no WMD.

    With this book, Stephen Holmes largely succeeds in elevating criticism of contemporary American imperialism in the Middle East to a new level. In my opinion, however, he underplays the roles of American imperialism and militarism in exploiting the 9/11 crisis to serve vested interests in the military-industrial complex, the petroleum industry, and the military establishment. Holmes leaves the false impression that the political system of the United States is capable of a successful course correction. But, as Andrew Bacevich, author of The New American Militarism: How Americans Are Seduced by War, puts it: "None of the Democrats vying to replace President Bush is doing so with the promise of reviving the system of checks and balances ... The aim of the party out of power is not to cut the presidency down to size but to seize it, not to reduce the prerogatives of the executive branch but to regain them."

    There is, I believe, only one solution to the crisis we face. The American people must make the decision to dismantle both the empire that has been created in their name and the huge, still growing military establishment that undergirds it. It is a task at least comparable to that undertaken by the British government when, after World War II, it liquidated the British Empire. By doing so, Britain avoided the fate of the Roman Republic - becoming a domestic tyranny and losing its democracy, as would have been required if it had continued to try to dominate much of the world by force. To take up these subjects, however, moves the discussion into largely unexplored territory. For now, Holmes has done a wonderful job of clearing the underbrush and preparing the way for the public to address this more or less taboo subject.

    Why Did We Invade Iraq Anyway?

    Lately, even Democratic candidates for president have been weighing in on why the U.S. must maintain a long-term, powerful military presence in Iraq. Hillary Clinton, for example, used phrases like protecting our "vital national security interests" and preventing Iraq from becoming a "petri dish for insurgents," in a major policy statement. Barack Obama, in his most important speech on the subject, talked of "maintaining our influence" and allowing "our troops to strike directly at al Qaeda." These arguments, like the constantly migrating justifications for invading Iraq, serially articulated by the Bush administration, manage to be vaguely plausible (with an emphasis on the "vaguely") and also strangely inconsistent (with an emphasis on the "inconsistent").

    That these justifications for invading, or remaining, are unsatisfying is hardly surprising, given the reluctance of American politicians to mention the approximately $10-$30 trillion of oil lurking just beneath the surface of the Iraq "debate" -- and not much further beneath the surface of Iraqi soil. Obama, for example, did not mention oil at all in his speech, while Clinton mentioned it twice in passing. President Bush and his top officials and spokespeople have been just as reticent on the subject.

    Why then did the U.S. invade Iraq? Why is occupying Iraq so "vital" to those "national security interests" of ours? None of this makes sense if you don't have the patience to drill a little beneath the surface – and into the past; if you don't take into account that, as former Deputy Secretary of Defense Paul Wolfowitz once put it, Iraq "floats on a sea of oil"; and if you don't consider the decades-long U.S. campaign to control, in some fashion, Middle East energy reservoirs. If not, then you can't understand the incredible tenaciousness with which George W. Bush and his top officials have pursued their Iraqi dreams or why -- now that those dreams are clearly so many nightmares -- even the Democrats can't give up the ghost.

    The Rise of OPEC

    The United States viewed Middle Eastern oil as a precious prize long before the Iraq war. During World War II, that interest had already sprung to life: When British officials declared Middle Eastern oil "a vital prize for any power interested in world influence or domination," American officials agreed, calling it "a stupendous source of strategic power and one of the greatest material prizes in world history."

    This led to a scramble for access during which the United States established itself as the preeminent power of the future. Crucially, President Franklin Delano Roosevelt successfully negotiated an "oil for protection" agreement with King Abdul Aziz Ibn Saud of Saudi Arabia. That was 1945. From then on, the U.S. found itself actively (if often secretly) engaged in the region. American agents were deeply involved in the overthrow of a democratically elected Iranian government in 1953 (to reverse the nationalization of Iran's oil fields), as well as in the fateful establishment of a Baathist Party dictatorship in Iraq in the early 1960s (to prevent the ascendancy of leftists who, it was feared, would align the country with the Soviet Union, putting the country's oil in hock to the Soviet bloc).

    U.S. influence in the Middle East began to wane in the 1970s, when the Organization of the Petroleum Exporting Countries (OPEC) was first formed to coordinate the production and pricing of oil on a worldwide basis. OPEC's power was consolidated as various countries created their own oil companies, nationalized their oil holdings, and wrested decision-making away from the "Seven Sisters," the Western oil giants -- among them Shell, Texaco, and Standard Oil of New Jersey -- that had previously dominated exploration, extraction, and sales of black gold.

    With all the key oil exporters on board, OPEC began deciding just how much oil would be extracted and sold onto international markets. Once the group established that all members would follow collective decisions -- because even a single major dissenter might fatally undermine the ability to turn the energy "spigot" on or off -- it could use the threat of production restrictions, or the promise of expansion, to bargain with its most powerful trading partners. In effect, a new power bloc had emerged on the international scene that could -- in some circumstances -- exact tangible concessions even from the United States and the Soviet Union, the two superpowers of the time.

    Though the United States was largely self-sufficient in oil when OPEC was first formed, the American economy was still dependent on trading partners, particularly Japan and Europe, which themselves were dependent on Middle Eastern oil. The oil crises of the early 1970s, including the sometimes endless gas lines in the U.S., demonstrated OPEC's potential.

    It was in this context that the American alliance with the Saudi royal family first became so crucial. With the largest petroleum reserves on the planet and the largest production capacity among OPEC members, Saudi Arabia was usually able to shape the cartel's policies to conform to its wishes. In response to this simple but essential fact, successive American presidents strengthened the Rooseveltian alliance, deepening economic and military relationships between the two countries. The Saudis, in turn, could normally be depended upon to use their leverage within OPEC to fit the group's actions into the broader aims of U.S. policy. In other words, Washington gained favorable OPEC policies mainly by arming, and propping up a Saudi regime that was chronically fragile.

    Backed by a tiny elite that used immense oil revenues to service its own narrow interests, the Saudi royals subjected their impoverished population to an oppressively authoritarian regime. Not surprisingly, then, the "alliance" required increasing infusions of American military aid as well political support in situations that were often uncomfortable, sometimes untenable, for Washington. On its part, in an era of growing nationalism, the Saudis found overt pro-American policies difficult to sustain, given the pressures and proclivities of its OPEC partners and its own population.

    The Neocons Seize the Unipolar Moment

    The key year in the Middle East would be 1979, when Iranians, who had lost their government to an American and British inspired coup in 1953, poured into the streets. The American-backed Shah's brutal regime fell to a popular revolution; American diplomats were taken hostage by Iranian student demonstrators; and Ayatollah Khomeini and the mullahs took power. The Iranian revolution added a combustible new element to an already complex and unstable equation. It was, in a sense, the match lit near the pipeline. A regime hostile to Washington, and not particularly amenable to Saudi pressure, had now become an active member of OPEC, aspiring to use the organization to challenge American economic hegemony.

    It was at this moment, not surprisingly, that the militarization of American Middle Eastern policy came out of the shadows. In 1980, President Jimmy Carter -- before his Habitat for Humanity days -- enunciated what would become known as the "Carter Doctrine": that Persian Gulf oil was "vital" to American national interests and that the U.S. would use "any means necessary, including military force" to sustain access to it. To assure that "access," he announced the creation of a Rapid Deployment Joint Task Force, a new military command structure that would be able to deliver personnel from all the armed services, together with state-of-the-art military equipment, to any location in the Middle East at top speed.

    Nurtured and expanded by succeeding presidents, this evolved into the United States Central Command (Centcom), which ended up in charge of all U.S. military activity in the Middle East and surrounding regions. It would prove the military foundation for the Gulf War of 1990, which rolled back Saddam Hussein's occupation of Kuwait, and therefore prevented him from gaining control of that country's oil reserves. Though it was not emphasized at the time, that first Gulf War was a crystalline application of the Carter Doctrine -- that "any means necessary, including military force," should be used to guarantee American access to Middle Eastern oil. That war, in turn, convinced a shaky Saudi royal family -- that saw Iraqi troops reach its border – to accept an ongoing American military presence within the country, a development meant to facilitate future applications of the Carter Doctrine, but which would have devastating unintended consequences.

    The peaceful disintegration of the Soviet Union at almost the same moment seemed to signal that Washington now had uncontested global military supremacy, triggering a debate within American policy circles about how to utilize and preserve what Washington Post columnist Charles Krauthammer first called the "unipolar moment." Future members of the administration of Bush the younger were especially fierce advocates for making aggressive use of this military superiority to enhance U.S. power everywhere, but especially in the Middle East. They eventually formed a policy advocacy group, The Project for a New American Century, to develop, and lobby for, their views. The group, whose membership included Dick Cheney, Donald Rumsfeld, Paul Wolfowitz and dozens of other key individuals who would hold important positions in the executive branch after George W. Bush took office, wrote an open letter to President Clinton in 1998 urging him to turn his "administration's attention to implementing a strategy for removing Saddam's regime from power." They cited both the Iraqi dictator's military belligerence and his control over "a significant portion of the world's supply of oil."

    Two years later, the group issued a ringing policy statement that would be the guiding text for the new administration. Entitled Rebuilding America's Defenses, it advocated what would become known as a Rumsfeldian-style transformation of the Pentagon. U.S. military preeminence was to be utilized to "secure and expand'' American influence globally and possibly, in the cases of North Korea and Iraq, used "to remove these regimes from power and conduct post-combat stability operations." (The document even commented on the problem of defusing American domestic resistance to such an aggressive stance, noting ominously that public approval could not be obtained without "some catastrophic and catalyzing event -- like a new Pearl Harbor.")

    Saddam's Iraq and Oil on the Brain

    The second Bush administration ascended to the presidency just as American influence in the Middle East looked to be on the decline. Despite victory in the first Gulf War and the fall of the Soviet Union, American influence over OPEC and oil policies seemed under threat. That sucking sound everyone suddenly heard was a tremendous increase in the global demand for oil. With fears rising that, in the very near future, such demand could put a strain on OPEC's resources, member states began negotiating ever more vigorously for a range of concessions and expanded political power in exchange for expanded energy production. By this time, of course, the United States had joined the ranks of the energy deficient and dependent, as imported oil surged past the 50% mark.

    In the meantime, key ally Saudi Arabia was further weakened by the rise of al-Qaeda, which took as its main goal the overthrow of the royal family, and its key target -- think of those unintended consequences -- the American troops triumphantly stationed at permanent bases in the country after Gulf War I. They seemed to confirm the accusations of Osama bin Laden and other Saudi dissidents that the royal family had indeed become little but a tool of American imperialism. This, in turn, made the Saudi royals increasingly reluctant hosts for those troops and ever more hesitant supporters of pro-American policies within OPEC.

    The situation was complicated further by what was obvious to any observer: The potential future leverage that both Iraq and Iran might wield in OPEC. With the second and third largest oil reserves on the planet -- Iran also had the second largest reserves of natural gas -- their influence seemed bound to rise. Iraq's, in particular, would be amplified substantially as soon as Saddam Hussein's regime was freed from severe limitations imposed by post-war UN sanctions, which prevented it from either developing new oil fields or upgrading its deteriorating energy infrastructure. Though the leaders of the two countries were enemies, having fought a bitter war in the 1980s, they could agree, at least, on energy policies aimed at thwarting American desires or demands -- a position only strengthened in 1998 when the citizens of Venezuela, the most important OPEC member outside the Middle East, elected the decidedly anti-American Hugo Chavez as president. In other words, in January 2001, the new administration in Washington could look forward to negotiating oil policy not only with a reluctant Saudi royal family, but also a coterie of hostile powers in a strengthened OPEC.

    It is hardly surprising, then, that the new administration, bent on unipolarity anyway and dreaming of a global Pax Americana, wasted no time implementing the aggressive policies advocated in the PNAC manifesto. According to then Secretary of the Treasury Paul O'Neill in his memoir The Price of Loyalty, Iraq was much on the mind of Defense Secretary Donald Rumsfeld at the first meeting of the National Security Council on January 30, 2001, seven months before the 9/11 attacks. At that meeting, Rumsfeld argued that the Clinton administration's Middle Eastern focus on Israel-Palestine should be unceremoniously dumped. "[W]hat we really want to think about," he reportedly said, "is going after Saddam." Regime change in Iraq, he argued, would allow the U.S. to enhance the situation of the pro-American Kurds, redirect Iraq toward a market economy, and guarantee a favorable oil policy.

    The adjudication of Rumsfeld's recommendation was shuffled off to the mysterious National Energy Policy Development Group that Vice President Cheney convened as soon as Bush took occupancy of the Oval Office. This task force quickly decided that enhanced American influence over the production and sale of Middle East oil should be "a primary focus of U.S. international energy policy," relegating both the development of alternative energy sources and domestic energy conservation measures to secondary, or even tertiary, status. A central goal of the administration's Middle East focus would be to convince, or coerce, states in that region "to open up areas of their energy sectors to foreign investment"; that is, to replace government control of the oil spigot -- the linchpin of OPEC power -- with decision-making by multinational oil companies headquartered in the West and responsive to U.S. policy needs. If such a program could be extended even to a substantial minority of Middle Eastern oil fields, it would prevent coordinated decision-making and constrain, if not break, the power of OPEC. This was a theoretically enticing way to staunch the loss of American power in the region and truly turn the Bush years into a new unipolar moment in the Middle East.

    Having determined its goals, the Task Force began laying out a more detailed strategy. According to Jane Mayer of the New Yorker, the most significant innovation was to be a close collaboration between Cheney's energy crew and the National Security Council (NSC). The NSC evidently agreed "to cooperate fully with the Energy Task Force as it considered the 'melding' of two seemingly unrelated areas of policy: 'the review of operational policies towards rogue states,' such as Iraq, and 'actions regarding the capture of new and existing oil and gas fields.'"

    Though all these deliberations were secret, enough of what was going on has emerged in these last years to demonstrate that the "melding" process was successful. By March of 2001, according to O'Neill, who was a member of both the NSC and the task force:

    "Actual plans.... were already being discussed to take over Iraq and occupy it -- complete with disposition of oil fields, peacekeeping forces, and war crimes tribunals -- carrying forward an unspoken doctrine of preemptive war."

    O'Neill also reported that, by the time of the 9/11 attacks on the World Trade Center and the Pentagon, the plan for conquering Iraq had been developed and that Secretary of Defense Rumsfeld indeed urged just such an attack at the first National Security Council meeting convened to discuss how the U.S. should react to the disaster. After several days of discussion, an attack on Iraq was postponed until after al-Qaeda had been wiped out and the Taliban driven from power in Afghanistan. It took only until January 2002 -- three months of largely successful fighting in Afghanistan -- before the "administration focus was returning to Iraq." It wasn't until November 2002, though, that O'Neill heard the President himself endorse the invasion plans, which took place the following March 20th.

    The Logic of Regime Change

    With this background, it's easier to understand the recent brief, but highly significant, flurry of controversy over a single sentence in The Age of Turbulence, the bestselling, over-500-page memoir by longtime Federal Reserve Chairman Alan Greenspan. He wrote simply, as if this were utterly self-evident: "I am saddened that it is politically inconvenient to acknowledge what everyone knows: the Iraq war is largely about oil." As the first major government official to make such a statement, he was asked repeatedly to explain his thinking, particularly since his comment was immediately repudiated by various government officials, including White House spokesman Tony Fratto, who labeled it "Georgetown cocktail party analysis."

    His subsequent comments elaborated on a brief explanation in the memoir: "It should be obvious that as long as the United States is beholden to potentially unfriendly sources of oil and gas, we are vulnerable to economic crises over which we have little control." Since former ally Saddam Hussein was, by then, unremittingly unfriendly, Greenspan felt that (as he told Washington Post reporter Bob Woodward) "taking Saddam out was essential" in order to make "certain that the existing system [of oil markets] continues to work." In an interview at Democracy Now! he elaborated on this point, explaining that his support for ousting Hussein had "nothing to do with the weapons of mass destruction," but rather with the economic "threat he could create to the rest of the world" through his control over key oil reserves in the Persian Gulf region.

    Greenspan's argument echoes the logic expressed by the Project for a New American Century and other advocates of aggressive military solutions to the threat of OPEC power. He was concerned that Saddam Hussein, once an ally, but by then a sworn enemy of U.S. interests in the Middle East, would control key oil flows. That, in turn, might allow him to exercise economic, and so political, leverage over the United States and its allies.

    The former Fed chief then elaborated further, arguing that the threat of Saddam could be eliminated "by one means or another" -- either by "getting him out of office or getting him out of the control position he was in." Replacing Saddam with a friendly, pro-American government seemed, of course, like such a no-brainer. Why have a guy like that in a "control position" over oil, after all? (And think of the possibility of taking those embarrassing troops out of Saudi Arabia and stationing them at large permanent bases in nearby, well-situated, oil-rich Iraq.) Better by far, as the Cheney Energy Task put it, "to open up areas of [Iraq's] energy sectors to foreign investment." Like the Task Force members, Greenspan believed that removing oil -- not just from Saddam's control, but from the control of any Iraqi government -- would permanently remove the threat that it or a broken OPEC could continue to wield economic leverage over the United States.

    Revealingly enough, Greenspan saw the invasion of Iraq as a generically conservative action -- a return, if anything, to the status quo ante that would preserve unencumbered American access to sufficient Middle Eastern oil. With whole new energy-devouring economies coming on line in Asia, continued American access seemed to require stripping key Middle Eastern nations of the economic and political power that scarcity had already begun to confer. In other words, Greenspan's conservative urge implied exactly the revolutionary changes in the political and economic equation that the Bush administration would begin to test out so disastrously in Iraq in March 2003. It's also worth remembering that Iraq was only considered a first pit stop, an easy mark for invasion and occupation. PNAC-nurtured eyes were already turning to Iran by then as indicated by the classic prewar neocon quip, "Everyone wants to go to Baghdad. Real men want to go to Tehran."

    And beyond this set of radical changes in the Middle East lay another set for the rest of the world. In the twenty-first century, expanding energy demand will, sooner or later (probably sooner), outdistance production. The goal of unfettered American access to sufficient Middle Eastern oil would, if achieved and sustained, deprive other countries of sufficient oil, or require them to satisfy U.S. demands in order to access it. In other words, Greenspan's conservative effort to preserve American access implied a dramatic increase in American leverage over all countries that depended on oil for their economic welfare; that is, a radical transformation of the global balance of power.

    Notice that these ambitions, and the actions taken to implement them, rested on a vision of an imperial America that should, could, and would play a uniquely dominant, problem-solving role in world affairs. All other countries would, of course, continue to be "vulnerable to economic crises" over which they would have "little control." Only the United States had the essential right to threaten, or simply apply, overwhelming military power to the "problem" of energy; only it had the right to subdue any country that attempted to create -- or exploit -- an energy crisis, or that simply had the potential and animus to do so.

    None of this was lost on the unipolar-minded officials who made the decision to invade Iraq -- and were more ready than any previous administration to spell out, shock-and-awe style, a new stronger version of the Carter Doctrine for the planet. According to Treasury Secretary O'Neill, Rumsfeld offered a vision of the grandiosity of these goals at the first Bush administration National Security Council meeting:

    "Imagine what the region would look like without Saddam and with a regime that's aligned with U.S. interests. It would change everything in the region and beyond."

    An even more grandiose vision was offered to the New York Times by presidential speech writer David Frum a few days later:

    "An American-led overthrow of Saddam Hussein, and the replacement of the radical Baathist dictatorship with a new government more closely aligned with the United States, would put America more wholly in charge of the region than any power since the Ottomans, or maybe even the Romans."

    As worldwide demand for hydrocarbons soared, the United States was left with three policy choices: It could try to combine alternative energy sources with rigorous conservation to reduce or eliminate a significant portion of energy imports; it could accept the leverage conferred on OPEC by the energy crunch and attempt to negotiate for an adequate share of what might soon enough become an inadequate supply; or it could use its military power in an effort to coerce Middle East suppliers into satisfying American requirements at the expense of everyone else. Beginning with Jimmy Carter, five U.S. presidents chose the coercive strategy, with George W. Bush finally deciding that violent, preemptive regime change was needed to make it work. The other options remain unexplored.

    Marshall Islands: US Opposes Nuke-Test Health Plan

    US President George Bush has opposed US Senate legislation to fund health care for the nuclear-test-affected Marshallese. Sixty-seven US nuclear bombs were detonated in the Marshall Islands between 1946 and 1958.

    The US administration objects to the health plan on three counts. Firstly, it objects to the US Department of Energy conducting four-yearly monitoring of radiological conditions at Runit Island, where a dome of cement covers nuclear waste scraped off Enewetak Island. Enewetak, along with Bikini Atoll, was the site of most of the US detonations.

    Secondly, it opposes covering civilian Marshallese and other Micronesians who worked on the nuclear test sites under the Energy Employees Occupational Illness Compensation Program Act along with US civilians similarly exposed.

    Thirdly, it aims to block a permanent appropriation of US$2 million annually through to 2033 for the Marshallese Health Plan. The Compact of Free Association of 1986, which gave the Marshallese some limited independence, provided compensation but it was tragically inadequate and ended in 2001. In January 2005, the US State Department rejected a Marshallese request for extended nuclear compensation, determining that there was no legal basis for considering additional payments. However, that same year the US Congress appropriated $1 million for the Marshallese health care program.

    The fourth point is one that both the US and the Marshallese agree on. No-one wants another study on the effects of nuclear testing. In January 2005, the State Department submitted the results of the latest in what has been a long line of scientific studies of the Marshallese since the US started their tests in 1946. From the Marshallese perspective, they feel that they have been studied enough. All they want is for the US to take responsibility for its military’s impact on their lives and lands.

    "We say to France: 'Mother, we are your child...'

    Inside France's Secret War

    For 40 years, the French government has been fighting a secret war in Africa, hidden not only from its people, but from the world. It has led the French to slaughter democrats, install dictator after dictator – and to fund and fuel the most vicious genocide since the Nazis. Today, this war is so violent that thousands are fleeing across the border from the Central African Republic into Darfur – seeking sanctuary in the world's most notorious killing fields

    I first heard whispers of this war in March, when newspapers reported in passing that the French military was bombing the remote city of Birao, in the far north-east of the CAR. Why were French soldiers fighting there, thousands of miles from home? Why had they been intervening in Central Africa this way for so many decades? I could find no answers here – so I decided to travel there, into the belly of France's forgotten war.

    On the battlefield - Birao

    I am standing now on its latest battlefield, looking out over abandoned mud streets streaked with ash. The city of Birao is empty and echoing, for the first time in 200 years. All around are miles of burned and abandoned homes, with the odd starved child scampering through the wreckage. What were all these buildings? On one faded green sign it says Ministry of Justice, on a structure reduced to a charcoal husk. In the market square, the people who have returned are selling a few scarce supplies – rice and manioc, the local yeasty staple food – and talking quietly. At the edges of the town, there are African soldiers armed and trained by the French, lolling behind sandbags, with machine guns jutting nervously at passers-by. They are singing weary nationalist anthems and dreaming of home.

    To get here, you have to travel for eight hours on a weekly UN flight that carries eight passengers at most, and then ride on the back of a rusting flat-top truck for an hour along ravaged and broken roads. It is hard to know when you have arrived, because you are greeted only by emptiness and silence. What has happened here? Sitting amid the mud and dust and sorrow, I find Mahmoud, one of the 10 per cent of Birao's residents who have returned to the rubble.

    He is a thin-faced 45-year-old farmer, and explains, in a low, slow voice, how his home town came to this. "I woke up for morning prayers on 4 March and there was gunfire everywhere. We were very frightened so we stayed in the house and hoped it would stop. But then in the early afternoon my brother's children came running to our house, screaming and crying. They told us the Forcés Armées Centrafricanes [Faca – the army trained and equipped by the French, on behalf of their friendly neighbourhood strongman, President François Bozize] had gone into their house. They wouldn't calm down and explain. So I ran there, and I saw my brother on the floor outside, dead. His wife explained they had forced their way in and rounded him up, along with three men who lived nearby. They took them out on to the street and shot them one by one in the head."

    Mahmoud's friend, Idris, lived nearby, and feared he, too, would be shot. He says now: "We could see the villages burning and the children were screaming and really scared, so we ran two kilometres out into the jungle. From there we could see our whole city on fire. We fled along the river and stayed out there. We ate fish, but there weren't many. Some days we couldn't catch anything and we starved. The children were so terrified. Still, when they hear a loud noise, they think there are guns coming and they start shaking." Idris looks off into the distance and continues: "On the fourth day, we saw the French planes come. They each had six rockets that they fired. The explosions were loud. We don't know what they were targeting, or why. Then the French soldiers arrived." A military truck filled with French soldiers rumbles by not long after, its tanned troops wearing designer sunglasses and a "why am I here?" anxiety.

    As Mahmoud and Idris talk it gets dark, and a suffocating blackness and silence falls on the city. There is no electricity and no moonlight. They explain in this blackness that the French-backed troops began firing and the French military began bombing in March for one reason: the desperate locals had begun to rise up against President Bozize, because he had done nothing for them. People here were tired of the fact that "there are no schools, no hospitals, and no roads". "We are completely isolated," they explain. "When it rains, we are cut off from the world because the roads turn to mud. We have nothing. All the rebels were asking was for government help." As I stumble around Birao, I hear this every time: the rebels were simply begging for government help for the hungry, abandoned people. Even the bemused French soldiers and the Bozize lackeys sent to the area admit this privately. Yet the French response was with bombs against the rebels' pick-up points. Why? What is there here that they want?

    I look out towards the jungle and realise many of Birao's residents are still hiding out there, risking the wild beasts. In the similarly burned-out areas in the north-west, I drive out into the jungle with Unicef and find these clusters of starving families scattered everywhere. In one cleared patch, I find a group of four men with their wives and mothers, clearing an area of ground with their bare hands where they will try to plant peanuts. They are living in handmade huts and set traps to catch mice to eat. Ariette Nulguhom is cradling her eight-month-old grandson with his distended little belly and praying he will survive another night. She tells me: "He's been sick for a long time. We tried to get him to a nurse but there aren't any. We think it is malaria but there is no medicine here. We don't know what will happen... We are all weak and feverish. We're exhausted because we work all day, every day. I have not eaten for days now." When they left behind their houses, they left behind access to clean water, electricity, and medicine. When the Faca burned those homes, they burned away the 18th, 19th and 20th centuries for these families, too.

    This is a forgotten corner of a forgotten country. Birao lies and dies in the far north-east of the Central African Republic. CAR itself has a population of just 3.8 million, spread across a territory bigger than Britain's, landlocked at the exact geographical heart of Africa. It is the least-reported country on earth. Even the fact that 212,000 people have been driven out of their homes in this war doesn't register on the global radar. In Birao, I realise I am too close to the immediate horror to find the deeper explanations for this war. I only begin to uncover the origins of this story when I stumble across a very rare find in the CAR – an old man.

    A country of children - Paoua

    In the CAR, you have beaten the odds if you live to be 42. There are times when this seems like a country of children, swarming around with guns and hardened laughs, without an adult in sight. So when I see Zolo Bartholemew limping past the wreckage of another burned-out town – this time in the distant north-west, outside the city of Paoua – he seems like a mirage. He has no teeth and a creased face, and when I ask, he does not know his age. But he remembers. He remembers the tail-end of the first time the French were here – and why. 

    "I watched my parents forced to work in the fields when I was a child," he says in Sango, the local language. "When they got tired, they were whipped and beaten and made to go faster. It was constantly like this." The French flag was first hoisted in the heart of Africa on 3 October 1880, seizing the right bank of the Congo for the cause of Liberté, Egalité, Fraternité – for the white man. The territory was swiftly divided up between French corporations, who were given the right effectively to enslave the people, like Zolo's parents, and force them to harvest its rubber. This rubber was processed into car tyres for sale in Paris and London and New York. A French missionary called Father Daigre described what he saw: " It is common to meet long files of prisoners, naked and in a pitiful state, being dragged along by a rope round their necks. They are famished, sick, and fall down like flies. The really ill and the little children are left in the villages to die of starvation. The people least affected often killed the dying, for food."

    Zolo nods when I mention this. "When the whites were here, we suffered even more," he says. "They forced us to work. We were slaves."

    One horrified French administrator wrote in the 1920s that the locals reacted to being enslaved by the corporations by becoming "a troglodyte, subsisting wretchedly on roots until he starves to death, rather than accept these terrible burdens". Areas that had "only a few months ago been rich, populous and firmly established in large villages" became, he wrote, "wasteland, sown with dilapidated villages and deserted plantations".

    But in the 1950s, men like Zolo rose and refused to be enslaved. "We followed Boganda," he says. Barthélemy Boganda was born in a Central African village near here in 1910, and, as a child, he saw his mother beaten to death by the guards in charge of gathering rubber for a French corporation. He rose steadily through the Catholic priesthood, married a French woman, and, quite suddenly, became the leader of the CAR's pro-democracy movement. He would begin his speeches to the French by introducing himself as the son of a polygamous cannibal, and then lecture them on the values of the French Revolution with a fluency that left them stunned and shamed. He crafted a vision of a democratic Africa beyond tribe, beyond race and beyond colonialism. He was passionate about the need for a plurality of political parties, a free press, and human rights. He rhapsodised about his vision of a United States of Africa, linking together the countries of Central Africa into a USA Mk II.

    "And they killed him," Zolo says, shaking his head and kicking at the earth beneath his feet. On 29 March 1959, not long after the French era of direct rule had ended, President Boganda's plane was blasted out of the air. The French press reported that there had been "suspicious materials " found in the remains of the fuselage – but on the orders of the French government, the local investigation was abandoned. The French installed the dictator David Dacko in his place. He swiftly shut down Boganda's democratic reforms, brought back many French corporations, and reintroduced their old system of forced labour, rebranding it "village work". French rule over the CAR – the whippings Zolo remembers – did not end with "independence". It simply mutated, into a new and slippery form, and it is at the root of the current war.

    But the clues to this lie far to the west, in the capital city. " Nothing happens in this country without somebody pulling a lever in Paris," a taxi driver tells me as I leave to travel to Bangui at the bottom of the country, driving through clouds of red-dust and past swarms of street-children. I have an appointment with an underground figure in the opposition to keep.

    A tortured president - Bangui

    Bangui looks like a city that rose with a heave from the jungle a century ago, and has been sighing back into it ever since. Every building appears to be rusting away, and great eruptions of vegetation are shoving the homes and shops aside, reaching for the sky. On corner after corner there are huge, hideous caricature-statues of black people, showing them as thick-lipped and kinky-haired, giving the city the ambience of a Ku Klux Klan garage sale.

    Every few hours, the power supply dies, and the city stammers to a halt. People dawdle in the streets, playing cards and wiping away their sweat with the back of their wrists. It is during one of these blackouts that I arrive at the office of a leader of the opposition with a delegation from the British campaigning group Waging Peace. His office is above a parade of shops, and it is a simple room filled with African carvings and pictures of past and faded glories. He walks towards us in a green suit, and – although he does not say it – we all know he is taking a huge risk by meeting us secretly like this. Last year, 40 political figures who criticised the government of President Bozize were tossed into jail and tortured. " They tried to kill my son. They are trying to assassinate me," he says, with a matter-of-fact shrug. He gives the long, horrible details. I cannot repeat them here because they would identify him – and become a death sentence.

    "The country is in a dire situation," he says. "We have been described by the magazine Foreign Policy as one of the worst failed states in the world, after Iraq and Afghanistan." He says the CAR is now " a total and ferocious dictatorship" under the absolute command of Bozize. The roots of the wars in the north-east and north-west are, he says, simple. "Local people in these regions are rebelling against the government, because the government provides them with nothing. There are no services. There aren't even roads. So the rebels rise up to get attention – and the government retaliates by rampaging through the area, killing civillians and burning homes."

    So who is this Francois Bozize, and why are the French supporting him with batallions and bombs? I telephone the vast presidential palace to meet the man who stares out from behind a smartly-trimmed moustache in the pictures hanging on every wall, and the President's press officer eventually gets back to me. "Call me back, I am running out of credit on my mobile phone," he snaps. Then he promises a meeting with the President, but finds mysterious "complications" that lead him to cancel every time. There are rumours across Bangui that Bozize is becoming ever-more paranoid and locked down, employing food tasters to check for poison before every meal and refusing to meet strangers. So I look instead to the few scraps of independent journalism that survive here for clues as to who this French love-child really is.

    Le Citoyen is distributed on rough photocopied paper every day and sold on street corners for a few pennies – but it is one of the bastions of Central Africa's remaining freedoms. Its editor Maka Obossokotte has a neat grey beard, square cheekbones, and balls of steel. He has been jailed for criticising the President and his cronies more than once, but he insists I quote him on-the-record and by name. "In jail, you were given rotten fish to eat. I got gout. The toilets..." he shakes his head. "It is hell." He says he knows now that "it is very likely somebody from the presidential clan will kill me... Every morning when I wake up, I think there are three beds I could end up in tonight. Back here at home, the hospital, or the morgue." But he says: "I will not be afraid. It is when you are afraid that you lose."

    Sitting in a delicious cloud of smoke, puffing away on high-tar cigarettes, Maka talks me through the President's biography. He was born in nearby Gabon, the son of a police officer from the CAR. He wasn't smart at school, but he managed to get a coveted job as bodyguard to Jean-Bedel Bokassa, one of the vicious dictators flattered and fawned over by the French. Bokassa was famously mad, declaring himself "Emperor of the CAR", eating the leader of the opposition, and opening fire on a group of children who were protesting for help to buy their school uniforms. Bozize carried Bokassa's cane and his bag, and, Maka explains: "It was through watching him that Bozize got his taste for power." The "Emperor" promoted him to the rank of general.

    After a while, Bokassa's foaming madness made him an unreliable servant of the French, so they backed a coup against him. Bozize left to study at the Ecole Spécial Militaire de Saint-Cyr in France, and returned only to stage a farcical coup attempt of his own. In 1982, he seized control of one of the national radio stations and announced that he was now President. Everybody laughed; Bozize fled. A few years later he was deported back to Bangui to be punished. "They tortured him," Maka says. "They pissed in his mouth, they broke his ribs, they really mistreated him for three years."

    Eventually, they let him go back to France for medical treatment – and the French government swiftly began to build him up as an alternative president, in case their current pick became too disobedient and got ideas of his own. From being a poor man, Bozize suddenly had the money to run a huge presidential campaign. He ran, and he lost. So in October 2002, he paid for a vast private mercenary army (you might wonder – with whose money?) to invade the CAR from neighbouring Chad, depose the sitting president and install himself as the supreme ruler. Since then, he has "won" a disputed election he arranged for himself and bathed in French approbation.

    "France sees the CAR as a colony," Maka says. "The presidents are selected by France, not elected by the people. The presidents do not serve the interests of this country; they serve the interests of France." He lists the French corporations who use the CAR as a base to grab Central African resources. This French behaviour is, he reasons, at the root of the wars currently ripping apart the north of the country. Whoever becomes president knows his power flows down from Paris, not up from the people – so he has no incentive to build support by developing the country. Rebellions become inevitable, and the president crushes them with the house-burnings and French bombs I learned about in Birao.

    "The country will only be able to develop when France stops putting in place these dictators and the people choose," Maka adds, stubbing out his cigarette into an overflowing ashtray. "The CAR will only progress when the president is scared of his people, not the French."

    Into rebel country - Bossangoa

    I am driving now through the skin-sizzling heat of Bossangoa, the home-town of Bozize – and the last outpost of his power before you stumble into bandit-and-rebel territory. The Marie Celeste villages stretch for miles once more. Silence. Walls eaten by fire. Dead towns. In the houses there are smashed pots, abandoned as their residents fled Bozize's marauding murderers. I find a stray shoe sitting alone in one. In another village, the bell that calls children to school is still hanging from a tree, forgotten. On the blackboard is the final lesson, still there: a map of the CAR in chalk.

    But then, after an hour of driving beyond Bossangoa into the jungle, there are signs of life. In yet another burned village, there are 20 young men, all sweat and Kalashnikovs. We pull up, and realise we are in an unexpected rebel camp. The boys' leader strolls toward us – an elder, at the age of 24 – and shakes our hands. He explains they are part of the rebel Army for the Restoration of the Republic and Democracy (French acronym APRD), who have taken this area. His "troops" are dressed oddly. One is swearing ski glasses and a ski hat, in a place as far from a ski slope as any on earth. Another is wearing nothing but bright red swimming trunks, and half a dozen strings of bullets around his neck. He is wearing a single woman's flip-flop, silver and glittering in the sun.

    They explain they are not allowed to make statements – only their leader can do that – but they are eager to have their photographs taken. As soon as I agree, they contort themselves into wild poses. They stick bullets in their mouths, flex their muscles and screw their faces into a fake rage, like they are recreating a Rambo poster. The baby-faced soldier in the corner, they tell me casually, is 13. They look like teenagers on any street corner anywhere in the world, playing at being rebels. Except these are real rebels, with real guns. A 13-year-old with a gun is a comic sight – until he points it towards you and smiles strangely.

    Why, I ask, did you join the rebellion? "Bozize killed my father, my mother and my brother," their leader steps forward to say, in a low voice. He peels up his vest and shows an angry scar where he says he was bayoneted. "They thought I was dead, so they left me." I ask what the rebels want. "We want peace, we want schools, we want roads," the leader says. Most of them nod. Do you want power? "That's up to God. We want roads and schools."

    With that, we drive away, and they cheerfully wave their guns in our direction. I follow the trail of burned homes up to Paoua, a town at the top of the north-west – and I am sitting now on a bench with the man who ordered so many to be torched. A lieutenant of the Garde Présidentiel (GP) is chewing gum in the sun, behind barbed wire and sleeping security guards. The GP is the jagged spike of the country's military accountable only to President Bozize – his own private militia. When you see them approach on the streets, with their wild eyes and ready guns, pulses surge and spines stiffen. In the market-square in Paoua, a GP "officer" put a gun to the head of a Médecins sans Frontières doctor and told him: " We will do what they did in Rwanda." And I am making small talk with one of its bosses.

    He is wearing long shining purple robes and a white fez, and he tells us haltingly that he will be interviewed, yes, but we cannot use his name. He is young – 33 – with hunched shoulders. His bodyguard is a muscled ripple of anxiety, and he watches every move we make, as if ready to pounce. So, lieutenant, why do you think people join the rebels and fight against you? He makes eye contact only with his bodyguard. "I don't know." Chew, chew. Why do you think people are so scared of the GP here? " There have been a few undisciplined elements, but we have dealt with them." Chew, chew, chew. So it is only undisciplined soldiers who burn all these thousands upon thousands of homes? You don't order them to? "If they burn homes, we deal with them." How have you dealt with them? "We use discipline." He stops leaning and sits up. Really? How many people have you disciplined? When? His bodyguard doesn't like this question; he glares at me. "I had an officer who went to the market when he was not supposed to. I disciplined him." That's it? "We have disciplined."

    That's not what people in the villages say, I comment. They are terrified. " Show me the villages. I will show you how we have done good." After we drive away from his compound, we meet up with two pale, disturbed workers from the Italian charity Coopi. They explain that as the lieutenant was assuring us his forces are disciplined, a GP officer drove up on a motorbike and waved a gun in their faces.

    At every one of these scenes, the question keeps coming back: why? Why are the French providing military support and training for these militia? The French government says it is in the CAR because it signed a military agreement back in the 1970s to protect the country from external aggression. The rebellions in the north are, they say, supported by Sudan – so this counts. Mes amis, we are protecting a democratically elected President from a tyrannical and genocidal neighbour.

    But I couldn't find anyone in the CAR – not a single person, not even the most pro-French – who thought Sudan had anything to do with the rebels. So I arrange to meet up in Bangui with Louise Roland-Gosselin, an Anglo-French director of the group Waging Peace, who has been studying the Central African Republic. "The policies here in the CAR are part of a much bigger approach by France towards Africa," she says. "We call this system 'Franceafrique', and it was set up by Charles de Gaulle to replace the former colonial system. There is clear continuity from the imperial system to the present day."

    The motives for this war are, Roland-Gosselin says, drenched in dollars and euros and uranium. "The overarching goal is to take African resources and funnel them towards French corporations," she says. "The CAR itself is a base from which the French can access resources all over Africa. That is why it is so important. They use it to keep the oil flowing to French companies in Chad, the resources flowing from Congo, and so on. And of course, the country itself has valuable resources. CAR has a lot of uranium, which the French badly need because they are so dependent on nuclear power. At the moment they get their uranium from Niger, but the CAR is their back-up plan." So this is, in part, a war for nuclear power? " Yes, but also a lot of this money has been funnelled, through corruption, straight back into the French political process. Say somebody needs a road built here in the CAR. The French government will insist on a French company – and the French company back home donates a lot to the 'right' French political party."

    This neo-imperial war reached its psychotic apogee in 1994, when the French government used the CAR as a base to fund and fuel the Rwandan genocide, the most bloody since the death of Adolf Hitler. Vincent Mounie is a leading figure in Sur Vie, a French organisation monitoring its government's actions in Africa. He explains: "The French were totally complicit in the genocide. There were French troops there before, during and after the genocide, backing the most extreme Hutu forces as they murdered the Tutsis. You know the identity cards that divided the Rwandan population into Hutus and Tutsis in preparation for the slaughter? They were printed in Paris."

    The French military base in Bangui had to be abandoned in 1996 after it was burned down by enraged locals, tired of the French ramming tyrants down their national gullet. Today the old base is overgrown, and the French military has shifted to new camps in Birao. But I stare at it now. The French planes that backed the Rwandan holocaust left from here.

     

    President François Mitterrand began his career supporting one genocidal force, and he ended it supporting another. As a young man he rose through the ranks of the Hitler-hugging Vichy regime, only quitting and joining the Resistance when it became obvious the democrats would win. He then became nominally a Socialist and, finally, President – when at last genocide entered his life again. The French government had long seen the Hutu nationalists in Rwanda as Their Men, the people most friendly to French demands for military and corporate access. So when, starting in 1989, the Tutsi refugees who had been driven out decades before started to demand their right to return to their homes, the French were furious. Mitterrand saw this Tutsi rights movement as a creation of the CIA, designed to displace a pro-French regime and replace it with a buddy of Uncle Sam. His own aides told him there was no evidence of a link to the CIA – but he refused to listen. He announced that the Tutsis were a "Khmer Noir" , an evil anti-French force, and began to rapidly build up the Hutu Power forces to fight back.

    In just four years, starting in 1990, the French buffed up the Hutu nationalist military forces in Rwanda from 10,000 to more than 40,000. The moderate forces within Rwanda began desperately trying to broker a power-sharing agreement between the two sides, "And the French government deliberately destroyed any attempt at a peace deal," Mounie says. Then the hacking up of Tutsi men, women and children began. Mitterrand extended bigger loans to the Hutus, which they used to buy more weapons and ammunition. He publicly mocked anyone who talked about a Hutu-led genocide.

    Then, when the international outrage became so great even Mitterrand could not ignore it, the French announced they would send in a military force to stop the killing. "It was France's last lie, and the most cruel," Mounie adds. "Even at this point, Mitterrand's real aim was to recapture Kigali and restore the Hutus to power." In Birao today, many of the soldiers patrolling the city are veterans of this "rescue operation". I am sipping sweet tea in one of the local bigwig's ramshackle houses when a group of local soldiers on patrol arrive. They are working-class men from the Paris and Lyons banlieues, and in the course of the small talk, they admit that they were in Rwanda – and they are still traumatised by what they were ordered to do by Mitterrand and his men. " Children would bring us the severed heads of their parents and scream for help," one says, "but our orders were not to help them."

    A year after the holocaust ended, Mitterrand told an aide: "Nobody in France cares about the genocide." These disturbed soldiers, sitting in the waning sunlight, show the old cynic was wrong, at least, about that.

    Mother, do not beat us - Bangui

    In the red-dusted heart of Bangui, there is a rusting, collapsing metaphor for this war – and where it is going. On one side of the road is the vast stadium the French government built for Bokassa in the 1970s, so he could crown himself Emperor of Central Africa and Lord of All He Surveyed. It is falling down now, a dangerous wreck. Opposite, there is a gleaming new sports stadium with plush seating and marble floors. It was built by the Chinese. France is only one slice of this new great game, this global scramble for Africa's resources. Every swaggering world power – the US, Britain, China – is grabbing Africa's remaining riches now, shunting aside democracy and human rights to get to them. But even the Chinese dictators remember to toss some of the loose change from the riches they have pillaged to Bangui. The French have long since given up even on that. They come only with bullets and bombs.

    As I prepare to leave the CAR, I am told by senior French and African sources that Paris could be getting ready to ditch President Bozize. Like a string of Central African dictators before him, he has been tugging too hard on the French leash, imagining he is the independent ruler of an independent country. He has decided to nationalise some of the energy companies operating here, including the French mega-corporations Total and ELF. " If he wants the French to crush his rebellions and keep him in power, he has to do what they say," my source says. Bozize is trying to deal with this pre-emptively, by offering the rebel leaders a place in his cabinet. As I drive past his presidential palace for the last time, I wonder if the paranoia that kept me from meeting him was justified all along.

    But as my plane finally propels me away from this place, one CAR voice – angry, crazed – seems to follow me. In the jungles around Paoua, I was taken to the entrance to a remote burned-out village to meet Laurent Djim-Woei, the spokesman for the rebels in the north-west. He is a man talked about in awe by his followers – and his enemies.

    A group of young men greeted us. They were carrying spears alongside their ski hats and scars. Silently, they beckoned us to follow them through more charcoal villages and dense foliage and beyond. Eventually we reached a clearing. Laurent was dressed in stained combat gear. He had a big smile that was marred by the absence of almost all his teeth. There were three cellphones hanging from his neck. He led an inspection of his rag-tag forces for our benefit, getting them to stand to attention and yelling hoarse orders at them in Sango. Then Laurent told us to sit down and embarked on a rambling, barely comprehensible lecture.

    There were only a few of us in a silent jungle, but he looked beyond us and boomed, like he was addressing a stadium full of supporters. The CAR needs " a guard dog" to "bark about justice" and not "the kind of dog that leads you, which we have had in the past", he said. It is the first of a string of odd metaphors. I kept trying to draw him back to specifics: what does he want? He would only use abstract nouns – justice, peace – but then occasionally he voiced his grievances succinctly, before they were doused in metaphor and burned into incomprehensibility again: " Bozize is burning our villages. A country shouldn't burn its own country's villages. It is like a mother and a child, a mother does not burn her child, it would be madness." His eyes danced nervously around the jungle as we spoke, as if he was waiting for a raid.

    "France is the mother of Central Africa, and we are the child," he said, oddly picking up the old racist metaphor and making it his own. " The French must now change sides and support us, not Bozize. The French are our parents, we want them to be good parents." This is a sentiment that kept cropping up in the rubble of France's interventions – an appeal to the French to suddenly become a benevolent mother, acting on the side of good, despite all the evidence. France and the CAR are, it strikes me at last, locked in a sick embrace. The French crave the riches offered by this lush, hungry patch of Africa, and the people of Central Africa pine for a deus ex machina to enter stage right and resolve their internal disputes with raw force.

    Looking into the far distance, Laurent cries: "We say to France: 'Mother, we are your child, you must love us like a mother should. Do not beat us.'" In the jungle, his voice echoes for miles, until it dies, unheard.
